Council on Foreign Relations and The Federal Reserve


The Joint Chiefs of Staff DoD Publication 1 (1987) Glossary of Department of Defense Military Associated Terms defines:

"COVERT OPERATIONS: (DoD, Interpol, Inter-American Defense Board) Operations which are so planned and executed as to conceal the identity of or permit plausible denial by the sponsor. They differ from clandestine operations in that emphasis is placed on concealment of identity of sponsor rather than on concealment of the operation."

The Council on Foreign Relations has used covert operations to conceal their identity while methodically taking control of the Department of State, Central Intelligence Agency, and the Executive, Legislative, and Judicial branches of the Government. The Council on Foreign Relations established and controls the Federal Reserve System.

The Federal Reserve System has a profound effect on the United States and World economies.

The way the CFR works is clearly explained by the famous journalist Walter Lippmann. Lippmann was a member of the mysterious Round Table Group; editor of the publication THE NEW REPUBLIC; member of America’s first intelligence organization the INQUIRY; the official interpreter of the meaning of Woodrow Wilson’s Fourteen Points to the British Government; attended the Paris Peace Conference after World War I; and a Council on Foreign Relations founding father.1

Chapter I, of Lippmann’s book, PUBLIC OPINION is titled "The World Outside and the Pictures in Our Heads." Lippmann, writes,

"This then, will be the clue to our inquiry. We shall assume that what each man does is based not on direct and certain knowledge, but on pictures made by himself or given to him. If his atlas tells him that the world is flat he will not sail near what he believes to be the edge of our planet for fear of falling off. If his maps include a fountain of eternal youth, a Ponce de Leon will go in quest of it. If someone digs up yellow dirt that looks like gold, he will for a time act exactly as if he had found gold. The way in which the world is imagined determines at any particular moment what men will do. It does not determine what they will achieve. It determines their effort, their feelings, their hopes, not their accomplishments and results. The very men who most loudly proclaim their "materialism" and their contempt for "ideologues," the Marxian communists, place their entire hope on what? On the formulation by propaganda of a class-conscious group. But what is propaganda, if not the effort to alter the picture to which men respond, to substitute one social pattern for another? What is class consciousness but a way of realizing the world? National consciousness but another way? And Professor Giddings’ consciousness of kind [ i.e. stereotypes ], but a process of believing that we recognize among the multitude certain ones marked as our kind?"2

Lippmann’s conclusion is,

"I argue that representative government, either in what is ordinarily called politics, or in industry, cannot be worked successfully, no matter what the basis of election, unless there is an independent, expert organization for making the unseen facts intelligible to those who have to make the decisions...My conclusion is that public opinions must be organized for the press if they are to be sound, not by the press as is the case today. This organization I conceive to be in the first instance the task of a political science that has won its proper place as formulator, in advance of real decision, instead of apologist, critic, or reporter after the decision has been made..."3

The Council on Foreign Relations is the "independent, expert organization" Lippmann is suggesting. Lippmann is advocating the creation of a totalitarian state. If one small group is permitted to control public opinion, that small group can use their power to benefit the aims of the group rather than the public at large. People’s actions are strongly influenced by their knowledge base. People act on their beliefs. By corrupting a persons knowledge base you can manipulate their actions.

Around 1935 men such as George Gallup, Elmo Roper and Archibald Crossley, were studying opinion polling as a tool to help social scientists and psychologists study genuine problems, to learn how people looked at things, and to better understand why people of various backgrounds, interests, loyalties, and information levels held certain opinions. The Council on Foreign Relations funded early work on polling. The Council would use knowledge gained from polls to help script and determine the effectiveness of psycho-political operations. Gallup’s and Roper’s surveys appeared in Fortune magazine. After the war Truman would choose the Director of Fortune magazine to become head of Economic Security Policy for Europe. The Director was a Council on Foreign Relations member named John Kenneth Gailbraith. Elmo Roper would become deputy Director for the Office of Strategic Services in World War II. The Office of Strategic Services would become the Central Intelligence Agency.4

In UNWRITTEN TREATY [ Warburg, James P., Harcourt, Brace and Co., NY 1946 pg 15-16], Council on Foreign Relations member James P. Warburg writes,

" It cannot be stated with sufficient emphasis that information is one thing - propaganda quite another.

The purpose of spreading information is to promote the functioning of man’s reason.

The purpose of propaganda is to mobilize certain of man’s emotions in such a way that they will dominate his reason...

The function of an information agency is to disseminate truth - to a make available fact and opinion, each carefully labeled and separated from the other. The aim of an information agency is to enable as many people as possible to form their own individual judgments on the basis of relevant fact and authoritative opinion.

The function of a propaganda agency is almost the exact opposite: it is not to inform, but to persuade. In order to persuade it must disseminate only such fact, such opinion, and such fiction masquerading as fact as will serve to make people act, or fail to act in the desired way."

James Paul Warburg was a financier, author, and government official. In 1939 Warburg was strongly opposed to American isolationism and neutrality. He became a leading spokesman for the Committee to Defend America by Aiding the Allies. He helped found the Fight for Freedom Committee, which called for American entry into World War II. In 1941, in Madison Square Garden he debated Charles Lindbergh of America First, an isolationist organization. Warburg was appointed special assistant in the Office of Coordinator of information. In 1942 he was appointed deputy director of the overseas branch of the Office of War Information in London with responsibility for propaganda aimed at the Axis powers and occupied European Nations. The name of Warburg’s agency is meant to confuse and mislead. According to Warburg’s distinction between information and propaganda, The Office of War Information should have been named the Office of War Propaganda.5

The Office of Coordinator of Information was created in 1941. One purpose of the agency was to pool information gathered by all of the Intelligence Services. The second purpose of the agency was psychological warfare. The Office of Coordinator of Information mobilized the talents of psychoanalysts across the country to study domestic morale, and the effects of psychological warfare techniques on morale. At the same time it also studied Hitler and his influence on the German people. Sometime in 1942 the agency was reorganized into two independent agencies -- the Office of Strategic Services and the Office of War Information. The psychological warfare study was in the domain of the Office of War Information.6

James P.’s father, Paul M. Warburg was a founding father of the Council on Foreign Relations and the Federal Reserve system. To this day the Federal Reserve system is staffed and run by Council on Foreign Relations members. Conspicuously absent from history books, and economic courses are any mention of the role of the Council on Foreign Relations in establishing and running the Federal Reserve System.

In "The Anglo American Establishment," Carroll Quigley writes,

"The Rhodes Scholarships, established by the terms of Cecil Rhodes seventh will, are known to everyone. What is not so widely known is that Rhodes in five previous wills left his fortune to form a secret society, which was to devote itself to the preservation and expansion of the British Empire. And what does not seem to be known to anyone is that this secret society was created by Rhodes and his principal trustee, Lord Milner and continues to this day [1949]...This society has been known at various times as Milner’s Kindergarten, as the Round Table Group, as the Rhodes crowd, as The Times crowd, as the All Souls group, and as the Cliveden set." 7

The Council on Foreign Relations was formally established in Paris in 1919 along with its British Counterpart the Royal Institute of International Affairs. The Council on Foreign Relations and Royal Institute of International Affairs can trace their roots back to Rhodes secret society. Rhodes became fabulously wealthy by exploiting the people of South Africa. Rhodes is the father of Apartheid.

Many American members were American intelligence officers that belonged to the first American Intelligence Agency -- THE INQUIRY. Many British members were British Intelligence Agents. THE INQUIRY and its members, who included such notable Americans as Col. Edward Mandel House, Walter Lippmann, Isaiah Bowman, and James Shotwell, wrote most of Woodrow Wilson’s 14 points. The INQUIRY members attended the Paris Peace conference and traded off most of the Fourteen Points to establish the League of Nations. Wilson was so disturbed by the INQUIRY’s betrayal he suffered a stroke and physical collapse and refused to speak to his influential advisor INQUIRY member Edward House ever again. The American people refused to join the League of Nations, because they did not want to belong to an organization that could force America to go to war and whose intent was to be an international police force.

Col. House was an active member of the American Round Table Branch before becoming a Council on Foreign Relations founding father. House would play a key role in establishing a Graduated Income tax and the Federal Reserve System.

In 1886 a group of East Coast Millionaires including William Rockefeller, Joseph Pulitzer, J.P. Morgan, Henry Goodyear, and Edwin and George Gould bought Jekyll Island, Georgia, for $125,000. They named themselves the Jekyll Island club. The activities of some of the members changed world events. By the early 20th century Jekyll Island Club members represented 1/6th of the world’s wealth. 8

On March 13, 1907 a financial panic was triggered by rumors that the Knickerbocker Bank, and The Trust Company of America were about to become insolvent. The rumors were started by the House of Morgan. There was a run on the banks. Morgan helped to avert the panic he helped to create. Morgan imported $100 million worth of gold from Europe to stop the run on the banks. This exercise was a Round Table psycho-political operation. It provided America with the perception and rationalization that what the United States needed was a central banking system.9

The Senate created the National Monetary Commission to study the problem. Senator Nelson Aldrich (John D. Rockefeller’s father-in-law) headed the commission. To investigate the matter the Commission toured the continent of Europe to study the European central banking system. Aldrich didn’t have any banking experience. It took nearly two years and $300,000 of tax-payer money to wine and dine the men of the European central banking system before the committee was able to complete their study. Towards the end of 1910, a group of men held a secretive meeting on Jekyll Island, Georgia. 10

The purpose of the 1910 Jekyll Island meeting was to write the final recommendations for the National Monetary Commission report. Senator Aldrich arranged the meeting. The men who attended included:

According to the memoirs of Frank Vanderlip,

"Despite my views about the value to society of greater publicity for the affairs of corporations, there was an occasion, near the close of 1910, when I was as secretive - indeed as furtive - as any conspirator... I do not feel it is any exaggeration to speak of our secret expedition to Jekyll Island as the occasion of the actual conception of what eventually became the Federal Reserve System."

Congress acted on the report and created the Federal Reserve act which President Woodrow Wilson signed on 23 December 1913. 11

In December of 1963, on the fiftieth anniversary of the Federal Reserve, the fifth edition of a book titled, "THE FEDERAL RESERVE SYSTEM: PURPOSES AND FUNCTIONS," was printed. As with earlier editions, the stated purpose of the book was "to better public understanding of the System’s trusteeship for the nations credit." The real purpose of the book was not to inform but to persuade Americans to accept the massive control the Federal Reserve had upon the American Economy. A small group of Americans, the Council on Foreign Relations, was using psychological warfare techniques not only as a means of systematic nationalistic aggression, but as a means of deceiving their own countrymen. 12

The 50th anniversary edition, and the former editions, were collaborative products of the Federal Reserve Board of Governors staff. The book tells us that the Federal Reserve’s, "original purposes, as expressed by its founders, were to give the country an elastic currency, to provide facilities for discounting commercial paper, and to improve the supervision of banking." It then explains, "From the outset, there was recognition that these original purposes were in fact parts of broader objectives, namely, to help counteract inflationary and deflationary movements, and to share in creating conditions favorable to a sustained, high level of employment, a stable dollar, growth of the country, and a rising level of consumption. "13

That the broader objectives were recognized from the outset are anything but clear. The first edition of "THE FEDERAL RESERVE SYSTEM: PURPOSES AND FUNCTIONS" wasn’t printed until a quarter of a century after the founding of the Fed. The first edition was printed in May of 1939 just as the World was about to go to war. The stress of war made it easier to persuade people to accept the broader objectives of the Federal Reserve system. The threat of world war made the threat of a Central Bank inconsequential. The first edition of the book was part of a ongoing massive propaganda campaign financed with tax-payer money and focused at the average American citizen. These campaigns are nothing more then psychological warfare operations written about by James Paul Warburg.

In "THE FEDERAL RESERVE SYSTEM: PURPOSES AND FUNCTIONS," we learn, the Federal Reserve is a corporation, accountable to the United States government, but owned by banks which have purchased shares of stock.

The Federal Reserve Bank is the bankers banker. If a commercial or savings bank wants to lend more money to customers, it borrows money from its bank - the Federal Reserve.

The Federal Reserve is a watchdog that audits every banks records to make sure loan decisions are based on sound judgments and that regulations are being followed.

The Federal Reserve is the controller of the currency, the US Governments bank where the Treasury has its bank account.
*

The Federal Reserve is the nation’s check-clearing system - processing over 15 billion checks a year.
*

The Federal Reserve is the keeper of the worlds gold.
*

The gold is kept in a vault at the New York Federal Reserve bank.
*

Most of the gold stored in the Fed belongs to other nations and represents about one-third of the official gold reserves of the the world’s non-communist countries.14

In "THE FEDERAL RESERVE SYSTEM: PURPOSES AND FUNCTIONS," we learn, the Federal Reserve is run by a seven-member board of Governors appointed by the President and confirmed by the Senate. Terms of office last 14 years to insulate governors from political pressures. Terms are staggered, with one expiring every two years. There’s one chairman and one vice-chairman, both of whom hold terms of four years. The seven members of the board of Governors, the President of the Federal Reserve bank of New York, and four other Federal Reserve Bank Presidents are members of a group called the Federal Open Market Committee. This Committee is responsible for the purchase and sale of government securities. That means they are responsible for influencing the cost and availability of money and credit.15

Conspicuously absent from "THE FEDERAL RESERVE SYSTEM: PURPOSES AND FUNCTIONS ," is any mention of the role of the Council on Foreign Relations in establishing and running the Federal Reserve System; and the power the Council on Foreign Relations (or any small group) would realize by controlling the FED. While long terms on the board of governors were established to to insulate governors from political pressures no safeguards were established to insulate governors from pressures from a private group such as the Council on Foreign Relations.

The Federal Reserve, through its influence on credit and money, affects indirectly every phase of American enterprise and commerce and every person in the United States. In 1924 Reginald McKenna chairman of the Board of Midland Bank, and former British Chancellor of the Exchequer (i.e. head of the Central Bank of England 1915-16), told Midland Bank stockholders in England,

"They who control the credit of a nation direct the policy of governments and hold in their hands the destiny of the people."

Midland Bank was established by the head of the Round Table, Lord Alfred Milner. Mckenna’s insight into power of "they who control the credit of a nation" is not mentioned in "THE FEDERAL RESERVE SYSTEM: PURPOSES AND FUNCTIONS ."16

In 1913, CFR founding father Colonel House helped pick the charter members of the original Federal Reserve Board. Among those chosen were Paul Warburg [ House Warburg and House of Khun-Lobe & Co. ] and Benjamin Strong [ House of Morgan and House of Khun-Lobe & Co. ]. House, Warburg, and Strong were American Round Table group members. According to Round Table Group historian, Carroll Quigley, the aim of the dynastic banking houses was,

"...nothing less than to create a world system of financial control in private hands able to dominate the political system of each country and the economy of the world as a whole. This system was to be controlled in a feudalist fashion by the central banks of the world acting in concert, by secret agreements arrived at in frequent private meetings and conferences. The apex of the system was to be the Bank for International Settlements in Basle, Switzerland, a private bank owned and controlled by the world’s central banks which were themselves private corporations. Each central bank , in the hands of men like Montague Norman of the Bank of England, Benjamin Strong of the New York Federal Reserve Bank, Charles Rist of the Bank of France, and Hjalmer Schact of the Reichs bank, sought to dominate its government by its ability to control Treasury loans, to manipulate foreign exchanges, to influence the level of economic activity in the country, and to influence cooperative politicians by subsequent economic rewards in the business world."17

Montague Norman was a member of the British Round Table Group, Benjamin Strong was a member of the American Round Table Group. According to Quigley,

"Strong owed his career to the favor of the Morgan Bank, especially of Henry P. Davison, who made him secretary of Bankers Trust Company of New York (in succession to Thomas W. Lamont) in 1904, used him as Morgan’s agent in the banking rearrangements following the crash of 1907, and made him vice-president of the Bankers Trust (still in succession to Lamont) in 1909. He became governor of the Federal Reserve Bank of New York as the joint nominee of Morgan, Kuhn, Loeb and Co. in 1914. Two years later, Strong met Norman for the first time, and they at once made an agreement to work in cooperation for the financial practices they both revered."18

Alan Greenspan, Paul Volcker, G. William Miller, and William McChesney Martin have all chaired the Federal Reserve board. All are members of the Council on Foreign Relations. As of September 1993, the Congressional Budget Office estimated that handling losses in failed savings and loan institutions would cost $120 billion from 1990 through 1998 (this figure does not include $60 billion spent before 1989). The loss figure has recently been reported to be over $250 billion, double the original estimate. Among those found guilty of bank fraud were Neil Bush and Lance Benson. Neil is the son of CFR member George Bush, Lance is the son of CFR member Bill Clinton’s Secretary of the Treasury Lloyd Benson. Despite being found guilty of fraud Neil Bush and Lloyd Benson escaped punishment and didn’t pay back any money. So much for taking responsibility for ones actions! Wasn’t one of the jobs of the Federal Reserve to be watchdog?

In 1987 leaders of America’s major banks went to Tokyo. They met with our finance minister and governor of the central bank. They urged more positive cooperation by Japanese banks. The big American banks were caught in the dilemma of their Latin American Debt. On the one hand, they had to suffer the losses caused in part by their own over-lending, which meant they could not continue being exposed to new loans to Latin America. On the other hand, they were unable to jettison Latin America, which for them was an important market. The leaders of the banks attending the meeting were,

The United States Code contains the general and permanent laws of the United States. The United States Code is prepared and published by the Office of the Law Revision Counsel of the House of Representatives. The laws have been classified into fifty categories. A category is called a Title. For example, laws pertaining to the President are found in Title 3 The President. Title 12 is called Banks and Banking. A reading of laws contained in Title 12 back up the statement that Congress has not given authority for determining money policy to the Federal Reserve System.

Title 50 War and National Defense clearly spells out such a role for the Federal Reserve. Title 50 Section 101 is the National Security Emergency Preparedness Policy. In this policy in Part 15 - Department of the Treasury in Section 1501 Lead Responsibilities we find that

"the Secretary of the Treasury shall:
o

(1) Develop plans to maintain stable economic conditions and a market economy during national security emergencies; emphasize measures to minimize inflation and disruptions; and minimize reliance on direct controls of the monetary, credit, and financial systems. These plans will include provisions for:

(a) Increasing capabilities to minimize economic dislocations by carrying out appropriate fiscal, monetary, and regulatory polices and reducing susceptibility to manipulated economic pressures
+

(b) Providing the Federal Government with efficient and equitable financing sources and payment mechanisms"

Has the Federal Reserve been acting as if we have been in a perpetual National Security Emergency? Has the federal reserve been fine tuning the economy of the United States and advertising that it had the legal powers to do so when it really does not? Allen Greenspan, head of the Federal Reserve, Clinton’s Economic Advisor Laura Dandrea Tyson, Clinton’s International Security Advisor Lynn Etheridge Davis (who is also a Vice President of Chase Bank) and President Bill Clinton are all Council on Foreign Relations members.

Is the destiny of the American people being controlled by a group who have and hold the power to direct the credit policy of our nation. A group that has circumvented the check and balance safe-guards built into the system to prevent any one group from having this kind of power over the American citizen. A group whose self-proclaimed drive is for personal profit and who lack the honesty and integrity to make decisions based on public good.

Was Nuclear Proliferation, and Mutually Assured Destruction (MAD) part of a Council on Foreign Relations psycho-political operation to keep the world in a state of controlled insanity?

Is the current threat of Nuclear terrorism by some rogue nation part of a Council on Foreign Relations psycho-political operation to rationalize keeping the United States in a perpetual state of National Security so the Federal Reserve can "legally" control the economy?

Has it ever occurred to you that the federal government has no need of taxes for revenue? Are you aware that banks prefer lending to governments because governments seldom repay loans? Do you realize that if all debts, both public and private, were paid, there would be no money at all in circulation?

These are only a few of the startling facts that fill the pages of this illuminating expose of the Insider scam called The Federal Reserve System (Fed). Although author G. Edward Griffin admits to having wondered if another book on the Federal Reserve is necessary (his six pages of bibliography suggest that the subject may have previously attracted attention), it is unlikely that any book has ranged across 2,000 years of money and banking from Diocletian to the Rothschilds to Alan Greenspan -- and tied it into the new world order -- as thoroughly as The Creature From Jekyll Island.

Griffin cuts through the obscurities about the Fed that are intentionally meant to mystify and disarm its victims (all of us). Convinced that the subject of money and banking is too arcane and complicated to understand, we victims are trapped in a world view that utterly fails to jibe with reality. The money manipulators, says Griffin, are exploiting our ignorance for the advancement of their own appalling plans; the urgency of awakening us to our danger has driven Griffin to write this extraordinary book.

Although Griffin has never held an academic position, he is a top-notch teacher. Making this little-understood subject simple by splendid organization, his account is divided into six sections with varying numbers of chapters; each section and chapter is introduced by a concise paragraph while each chapter is also summarized. Thus the reader is kept in touch with where he has been and where he is going, an ingenious and helpful device considering the enormous scope of Griffin’s narrative.

His explanations and definitions are meticulously worded; one can sense the care with which each word was chosen, leaving no room for confusion. Griffin continually draws documentation from primary sources, quoting letters, speeches, and published works that both enlighten and horrify. His own writing is difficult to quote; it is so trenchant that nearly every sentence entices. Yet at the same time Griffin has mastered the art of speaking personally to the reader, who never loses the feeling of being directly addressed. All this adds up to a superbly clear, engrossing book that, once started, is impossible to put down.

Setting the Stage
In order to help us fully understand our present predicament, Mr. Griffin ranges far a field in explaining the historical, economic, and political antecedents of today’s money system. We are given a crash course on the nature of money; the origin of banks and the concept of fractional reserves; how this led to the seductive idea of using the same money over and over; how this inevitably led to economic disaster wherever and whenever tried. We are instructed about the Rothschild formula, which perfected the art of making enormous profits from loans to governments, especially for wars; how this led to preventing any one nation from becoming strong enough to establish peace (the famous balance of power); how those who could instigate wars or revolutions were financed (including the Bolsheviks in 1917); how we Americans were sucked into World War I in order to save J.P. Morgan’s loans to England; how environmentalism is now the weapon of choice replacing war.

We are taken to the super-secret meeting of Insider financiers and Rothschild agent Paul Warburg on Jekyll Island in 1910 where the basic plan for what became the Federal Reserve Act was formulated; we learn that these plotters were already affiliated with the conspiratorial British one world Round Table group which preceded the Council on Foreign Relations (our secret government); we are astounded by the brazen deception of Congress that pushed through this unconstitutional act creating the Insiders’ fundamental tool -- a central bank with the ability to inflate. We are told how this same tool has been expanded internationally through the International Monetary Fund (IMF) and World Bank in order to create worldwide inflation, pay enormous sums of perpetual interest on never paid-up loans to Insider banks, and socialize the Third World, all courtesy of us unsuspecting taxpayers. Lastly, Griffin foretells our dismaying fate if our course is not altered; then he lays out a step-by-step procedure of how to alter it, inviting us to join with him in doing so.

Griffin looks the Fed "creature" straight in the eye and tells us it is not federal, it has no reserves, and it is not a bank. It is, in fact, a pernicious cartel operating against the public interest. The widespread belief that the Federal Reserve exists to "stabilize the economy" is hogwash; the real reason for its existence is the making of money -- not out of "thin air" as is commonly supposed, but, more accurately, out of debt. Griffin explains that it is the act of borrowing by the federal government that causes money to spring into existence.

Griffin takes us through the Open Market steps by which Treasury IOUs (bonds) are converted by the Federal Reserve into money through the issuance of Federal Reserve checks with no money in existence to cover them; anyone else doing this would go to jail. Congress has made this legal for the Fed, however, because this hidden process allows our congressmen to enjoy unlimited revenue without having to visibly raise taxes. Without this service, says Griffin, the monetary/political partnership would dissolve, and Congress would abolish the Fed.

Money Multiplied
Griffin explains that these Federal Reserve checks are endorsed by the government, deposited in a Federal Reserve bank, and used to pay government expenses by checks which create the first wave of fiat (unbacked paper) money that floods into the economy. Recipients deposit these checks into commercial banks that are part of the Fed system. Here is where the real inflationary action is. (The Federal Reserve holds "only" seven percent of the national debt of almost $5 trillion. The 12 percent held by foreigners and the 56 percent held by Americans are not inflationary because the money used for purchase already existed.)

Commercial banks, like the Federal Reserve, also create money out of nothing -- and collect interest on it -- by multiplying every dollar deposited nine times. This amazing feat is accomplished through the device of fractional reserves, whereby the Fed allows 90 percent of deposits to be loaned out. As deposits become loans and loans become deposits, this process repeats with smaller numbers each time around. For instance, $1 million in government money (first wave) gives birth to $900,000 (second wave), which gives birth to $810,000 (third wave), etc., until the process plays itself out. Thus, the banking cartel creates an amount of money that is nine times the amount of the original government debt that made the process possible.

Griffin shows that when the original debt is added in, the Federal Reserve and the commercial banks together have created approximately ten times the amount of the underlying government debt. Since this newly created money causes the purchasing power of all money to decline, the resulting rise in prices is, in reality, a hidden tax. As Griffin puts it:

Without realizing it, Americans have paid over the years, in addition to their federal income taxes and excise taxes, a completely hidden tax equal to approximately ten times the national debt!

Griffin is astonished at the public’s indifference to this fleecing; he blames it on ignorance based on disinformation. Nothing could prove him more right than the current deception that inflation is higher prices caused by full employment and a strong economy; therefore, letting the "steam" out of the economy and slowing growth (and thereby employment) is "good." This talk is madness. Alan Greenspan, chairman of the Federal Reserve (who has the temerity to say he is "worried about inflation"), is repeating this claptrap as he pretends to control inflation by increasing interest rates that merely devastated the bond market, clobbered the stock market, and helped only the bankers. Thus the Insiders are perfectly protected and the scam rolls on.

There are many more threads to Griffin’s discourse on the operations of the banking cartel that should not be missed, such as:

How the Fed can now monetize the debts of foreign governments!

Without the extensive knowledge offered by Griffin, no American can fully understand the financial reality of our time.

Understanding the Game
Also critical to our reality check is an understanding of how the Fed protects and enriches the banking brotherhood in the international arena. The game our Insiders are playing makes the Rothschilds look like novices. Here it is in a nutshell: The game starts with a mammoth loan (created out of nothing through the magic of fractional reserves) from one of our megabanks (Citicorp, Chase Manhattan, Bank of America, etc.) to a Third World country with scant means of servicing the debt much less ever repaying the principle. Are these top bankers stupid? Hardly; Griffin explains that this is the kind of loan these bankers love, since they make their money from interest on the loan, not on repayment of the loan. They prefer the loan never to be repaid. They know they can’t lose because the Federal Reserve guarantees that massive loans that go into default will not be allowed to seriously affect the issuing bank (too big to fail) because this would "disrupt the entire economy."

So, says Griffin,

"since the System makes it profitable for banks to make large, unsound loans, that is the kind of loans banks will make. Furthermore, it is predictable that most unsound loans will go into default."

Sure enough; pretty soon default threatens. The bank creates additional money out of nothing and lends that so its interest stream continues on both the original loan plus the new loan (the "roll-over" play). At the next crisis, the bank creates still more money out of nothing to cover the interest on both loans plus an additional amount for the borrower to spend freely (the "up-the-ante" play). Finally the bank agrees to a lower interest rate and a longer period for repayment (the " rescheduling" play). Eventually it is time for the "Final Maneuver." Congress agrees to guarantee future payments and the whole mess is shifted to the backs of U.S. taxpayers while the borrower is trapped into an IMF "austerity" program that makes an "end run" around his sovereignty.

Now money moves through various foreign aid channels to the deadbeat borrower, who continues to pay perpetual interest to the bank. Almost all of this money is generated by the Federal Reserve; as it moves out into the economy it dilutes the value of the money already there. The American people, says Griffin, have no idea they are footing the bill to enrich the Insider bankers.

Founder’ Fears Realized
Readers may be surprised to learn that the Federal Reserve is the fourth central bank the United States has had, the previous three having crashed in inevitable raging inflation and widespread economic disaster. So clearly did our Founders understand and fear worthless paper money forced on the public by legal tender laws (precisely what we now have) that they filled the proceedings of the Constitutional Convention with statements of their horror of it. We Americans today, deprived of hearing such truth, need to listen to their words:

George Mason of Virginia: "I have a mortal hatred of paper money."

*

John Langdon of New Hampshire: "I would rather reject the whole [Constitution] than grant the new government the right to issue fiat money."

*

George Reed of Delaware: "The right to issue fiat money would be as alarming as the mark of the beast in Revelation."

*

Thomas Paine: "The punishment of a member of Congress who should move for such a law ought to be death."

Griffin does not stop with presenting the known picture, but projects today’s reality into the future. His first projection is a doomsday scenario his second is a realistic plan for saving our country and ourselves. These chapters might, after all, be the most important ones in the book. Griffin sees doomsday as an engineered financial debacle the severity of which will cause panicked Americans to welcome a World Bank "rescue" with a world currency. The IMF/World Bank is already functioning - in conjunction with the Federal Reserve - as a world central bank. A world currency is already designed, awaiting a crisis to justify its introduction. From this point on, writes Griffin, there will be no escape from the new world order. At present the U.S. is being deliberately weakened by seemingly insane spending both at home and abroad: As just one more dismaying example, during President Clinton’s recent trip to Europe he blithely promised more billions of dollars to Poland, Ukraine, and the Baltic countries. The name of the game is to spend - on anything, anywhere. The object is to bring down the system.

Life in the New World Order
What will life be like in the Insiders’ new world order? Griffin spells it out from the words of the Insiders themselves. One source is the 1966 secret Hudson Institute study commissioned by Defense Secretary Robert McNamara, entitled Report From Iron Mountain. This study coldbloodedly discusses various means by which government might control the populace and perpetuate itself in power in the absence of war (UN peace).

Griffin’s review (with extensive quotes) of this truly diabolical Insider study is masterful; he takes it apart and shows us its consummate evil. The study’s premise is that historically the only means by which a government has ever been able to "secure the subordination of citizens to the state" is war. Only war has been able to provide the external threat without which no government can accumulate power. War is used to make the masses put up with all kinds of privation, taxation, and controls without complaint. No amount of sacrifice in the name of victory is rejected. Resistance is viewed as treason.

But, says Griffin, Report From Iron Mountain explains that the war system may have to be replaced because "it may now be possible to create a world government in which all nations will be disarmed and disciplined by a world army, a condition which we will call peace." In this case, what could be a substitute for war?

Here, explains Griffin, is the origin of the stratagem to promote ecological doom as the new enemy that threatens the entire world. The threat need not be real, provided the masses can be convinced it is real. Credibility is the key, not reality. Griffin writes that Report From Iron Mountain explains the avalanche of phony scientific claims that are uncritically publicized by the Insider-controlled media, as well as the funding of environmental "crazies" by corporations and businesses that would appear to have the most to lose. He sees the plan as being brilliantly successful.

The barrage of propaganda has had a phenomenal result. Politicians are now being elected on nothing but "concern for the environment and a promise to clamp down on nasty industries," with no one caring about the damage done to the economy or our freedoms. Just as no sacrifice is too great in time of war, what happens to the economy or our freedom is of no consequence "when the very planet on which we live is sick and dying."

Griffin introduces us to multi-millionaire Maurice Strong, the powerful UN environmental czar, who gives us the whole line: The U.S. is committing environmental aggression against the rest of the world. Current lifestyles of the affluent middle class -- high meat intake, frozen and convenience foods, electric household appliances, cars, air conditioning, suburban housing -- all this has to go. The world’s ecosystems can be preserved only by lowering our standard of living by rationing, taxation, and political domination by world government.

Reading this section will forever change the way in which you view government. Yet, says Griffin, this perverted, power-mad Insider fix need not prevail. None of these dreadful things needs to happen. He outlines a procedure by which the Federal Reserve can be abolished, the national debt paid, and the country returned to a sound monetary system based on silver and gold. All that is needed are the efforts of concerned and caring Americans. Griffin invites us to join him in freeing ourselves from the one-world conspirators. It can be done.

"Daddy Warbucks" of Drugs and Death - CFR member George Soros

In "Theirs Was the Kingdom: Lila and DeWitt Wallace and the Story of the Reader’s Digest". [New York: W.W. Norton, 1993. 701 pages], author John Heidenry writes how the Reader’s Digest grew to become the world’s most successful publisher of magazines, and largest global marketer of books. At one time the Digest had a circulation of 18 million. Heidenry also writes how the Reader’s Digest through its Washington Bureau, was a major distributor of Cold War propaganda with strong connections to the US intelligence community.

What Heidenry, fails to point out are the strong connections the Reader’s Digest has to the Council on Foreign Relations. Reader’s Digest Chairman, and CEO George V. Grune is a Council on Foreign Relations member .

In April 1998 Reader’s Digest printed an article by Senior Editor Daniel Levine, titled "HIGH ON A LIE." The article is about the "medical marijuana" movement and explains how the movement is a hoax and a fraud. Levine fails to point out the Council on Foreign Relations links to sponsorship of the movement.

In November of 1996 the California voters passed Proposition 215 - the Compassionate Use Act. It allows the marijuana to be grown and used for "any illness for which marijuana provides relief." The Campaign for the "Compassionate Use Act" to legalize medical marijuana would not have been successful without the funding of billionaires George Soros, Peter Lewis and John Sperling. Levine doesn’t identify George Soros as a Council on Foreign Relations member.

The Joint Chiefs of Staff DoD Publication 1 (1987) Glossary of Department of Defense Military Associated Terms defines:

"COVERT OPERATIONS: (DoD, Interpol, Inter-American Defense Board) Operations which are so planned and executed as to conceal the identity of or permit plausible denial by the sponsor. They differ from clandestine operations in that emphasis is placed on concealment of identity of sponsor rather than on concealment of the operation."

The Council on Foreign Relations has used covert operations to conceal their identity while methodically taking control of the Department of State, Central Intelligence Agency, and the Executive, Legislative, and Judicial branches of the Government.

The Council on Foreign Relations is part of an international group of co-conspirators, that have been carrying out successful covert operations since the mid-1800’s. If the Council and its branch organizations weren’t so successful at divorcing themselves from their operations they would have been stopped long ago. The American Branch is the Council on Foreign Relations. The British Branch is the Royal Institute of International Affairs. They have a web site at http://www.riia.org/. The Council on Foreign Relations is one of the organizations. In 1942 Council on Foreign Relations member James Warburg was appointed deputy director of the overseas branch of the Office of War Information in London with responsibility for propaganda aimed at the Axis powers and occupied European Nations. In UNWRITTEN TREATY, Warburg writes,

" Psychological warfare aims at the undermining of a people’s confidence in its cause, its strength, its leaders and itself, and at the destruction of its determination to fight for its cause or even for its life.

This combination of confidence and determination we call morale. When a nation’s morale is destroyed, it commits suicide - as did Austria - or else it submits to conquest after feeble and disorganized resistance - as did France. In any case, it reaches a state of mind in which resistance seems hopeless and surrender less of an evil than endurance of armed conflict...

Psychological warfare against an enemy nation seeks to paralyze the will of that nation by spreading confusion, by alternating excessive hope and excessive fear, by exploiting every cleavage and adding fuel to every prejudice. "

The Council on Foreign Relations propaganda machine manipulates American Citizens to accept the particular climate of opinion the Council on Foreign Relations seeks to achieve in the world. Council on Foreign Relations members working in an ad hoc committee called the "Special Group" and through a vast intragovernmental undercover infrastructure called the "Secret Team" formulate this opinion in the US.

The dominant Council on Foreign Relations members belong to an inner circle that plan and co-ordinate the psycho-political operations used to manipulate the American public. These are the Council on Foreign Relations members in an ad-hoc governmental committee called the "Special Group."

The rest of the Council on Foreign Relations members, past and present, inside and outside of the government, are part of a "Secret Team" that play key parts in carrying out the psycho-political operations. The "Secret Team" is set up as circles within circles. Not every Council member knows exactly what psycho-political operations are being planed or what their exact role in the operation is. This allows them to deny responsibility and deny Council sponsorship of the operation.

Secret Team circles include Council on Foreign Relations members in top positions in:

the legislative, executive, and judicial branches of government

who control television, radio, and newspaper corporations
*

who head the largest law firms
*

who run the largest and most prestigious universities
*

who direct the largest private foundations
*

who direct the largest public corporations
*

who direct and staff the major think tanks and University Institutes

who hold top commands in the military

Council on Foreign Relations members are focusing psycho-political operations (psyops) at the American public. The psycho-political operations are designed to undermine our confidence, and destroy our determination to fight. The psycho-political operations target the family, loyalty to our nation, and our faiths. Two of the psycho-political operations are abortion, and legalization of drugs. Council on Foreign Relations member George Soros is helping to finance both operations. Council on Foreign Relations members in the "Special Group" and on the "Secret Team" help plan and co-ordinate the operations.

The abortion and drug legalization psyops are covert operations. The identity of the Council on Foreign Relations sponsorship is kept secret. A covert operation makes the target aware something is wrong while making them helpless to do anything about it because they don’t know who is attacking them. A covert operation allows the sponsor to place members of its organization on both sides of an issue. Former Heath, Education and Welfare Secretary Council on Foreign Relations member Joseph A. Califano, Jr., calls Council on Foreign Relations member George Soros the "Daddy Warbucks of drug legalization." However, Califano never links the Council on Foreign Relations to sponsorship of drug legalization or abortion, thus participating in concealing the identity of CFR sponsorship and participation in the covert operation.

Council on Foreign Relations member George Soros is one of the world’s richest men (estimated worth: $10 billion) and probably the biggest international investor of all time. This guy lost $600 million in one day speculating on which way the yen would jump and never flinched.

Soros doesn’t flinch because he and his fellow Council on Foreign Relations members can always steal more money. In 1995, Senator Alfonse D’Amato, as head of the Senate Banking Committee, issued a report about the Clinton Administration’s $20 billion loan to Mexico. The reason given for the loan was to prop up a staggering Mexico because any default on loans would end foreign investment in all developing countries.

The real reason was to rescue American and Mexican investors who had thrown their money into the craps game of high-interest Mexican Government bonds. For a year before the loan was ordered, on January 31, 1995, top Treasury officials and President Clinton were telling us how great things were going economically in Mexico. It was a cover-up to prevent Congressional defeat of the North American Free Trade Agreement, to bolster the Mexican and US administrations in upcoming elections in both countries, and to protect the major speculators.

An article from Newsday , "Peso Hits Record Low As Bailout Is Debated" ( Karen Rothmyer - 1/31/,95) identifies some of the Council on Foreign Relations members involved in the cover-up. They were,

"Former Presidents George Bush, Jimmy Carter and Gerald Ford [who] signed a declaration of support for the [bailout] plan. Also endorsing the plan was George Soros, probably the world’s most influential international investor."

George Soros is also a member of the Carlyle Group. The Carlyle Group is an investor team led by Ronald Reagan’s Defense Secretary Frank C. Carlucci III and funded in part by the Mellon family. Carlucci is a sawed off runt with a Napoleon complex and a poor self image. The furniture in Carlucci’s office is miniaturized so he feels bigger. The managing director of the Carlyle Group is George Bush’s White House Office of Management and Budget Director Richard Darman. A partner in the group is George Bush’s Secretary of State James A. Baker III. Another member of the Carlyle group is Richard Nixon’s White House Office of Management and Budget Deputy Director Frederic Malek. George Bush Sr.’s son George Bush Jr., former CIA Director Robert Gates and current SEC Chairman Arthur Levitt are advisors to, investors in or board members of Carlyle’s companies. Included in Carlyle’s press kit are Vernon Jordan and Bob Strauss.

Carlucci, Darman, Gates, Jordan, Malek and Strauss are Council on Foreign Relations members. The Carlyle Group has exploited their governmental connections and ties to turn itself into one of the twenty-five largest defense contractors in the world. All the members of the Carlyle group have been part of dubious investment activities. Many have been exposed in scandals that involve the Central Intelligence Agency.

Soros uses some of the money he steals to fund a group of international foundations. Foundations are used by The Council on Foreign Relations to funnel corporate and personal wealth into the policy-making process. Foundations are tax-free. Contributions to foundations are deductible from federal corporate and individual income taxes. The Foundations themselves are not subject to federal income taxation. Foundations control hundreds of Billions of dollars of money that would normally go to pay federal and individual income taxes. Foundations can he created by corporations or individuals. These corporations or individuals can name themselves and their friends as directors or trustees of the foundations they create. Large blocks of corporate stock or large amounts of personal wealth can be donated as tax-exempt contributions to the foundations. The foundations can receive interest, dividends, profit shares, and capital gains from these assets without paying any taxes on them. The directors or trustees, of course, are not allowed to use foundation income or assets for their personal expenses, as they would their own taxable income, But otherwise they have great latitude in directing the use of foundation monies-to underwrite research, investigate social problems, create or assist universities, write research, investigate social problems, establish "think tanks," endow museums, etc. [1]

One of the Foundations, the Open Society Institute, is issuing grants to promote abortion. Among the programs those that use abortion as a method for family planning.

Funded by billionaires, the "medical marijuana" movement is blowing smoke in our eyes

ONE SATURDAY last September, 50,000 people, most of them teenagers, crowded into the Boston Common for the eighth annual Freedom Rally. Its organizers billed it as the largest marijuana-legalization event on the East Coast. Strolling through the crowd, holding a joint, was a 17-year-old high- school senior who said his name was Bill. "If they allow sick people to use it," he said, "it can’t be that damaging."

Sharing a marijuana pipe with two friends, a 15-year-old named Nicole agreed. "Pot is harmless," she said. "It should be legalized because there are so many medical benefits. It helps you with a lot of things. It’s the best."

An increasing number of young Americans agree. They have gotten this idea from a well-funded movement to legalize the "compassionate" use of marijuana. While every legitimate drug requires rigorous testing by the FDA before being approved, marijuana advocates are opting for medicine by popular vote. This year signatures are being gathered for medical-marijuana initiatives in a half-dozen states and the District of Columbia.

Marijuana’s main active ingredient, THC, is effective in relieving nausea and inducing weight gain in cancer and AIDS patients. That is why the FDA has approved Marinol, a synthetic pill form of THC. But marijuana in its smoked form has never been shown in controlled scientific studies to be safe or effective. In fact, marijuana smoke contains over 2000 chemicals many of which produce psychoactive reactions, cause lung damage and - in cancer and AIDS patients-increase the risk of pneumonia and weaken the immune system. Inhaling the smoke also disrupts short-term memory and leads to changes in the brain similar to those caused by heroin, cocaine and other highly addictive drugs.

"There is no conclusive scientific evidence that marijuana is superior to currently available medicines," says Dr. Eric Voth, chairman of the International Drug Strategy Institute in Omaha. "Medical marijuana is a scam that takes advantage of sick and dying patients."

Says Gen. Barry R. McCaffrey, (Ret.), director of the Office of National Drug Control Policy,

"Medical marijuana is a stalking-horse for legalization. This is not about compassion. This is about legalizing dangerous drugs."

"Daddy Warbucks" of Drugs
The legalization of marijuana and other drugs has been debated for more than 30 years, with a vast majority of Americans standing in opposition. Legalization supporters have used the argument that drugs are necessary for medical reasons. But now, for the first time, they have significant financial backing.

In the last six years a handful of Americas wealthiest people have contributed $20 million to groups that promote medical marijuana or other radical drug-policy reforms. Billionaire financier George Soros is the biggest giver, donating more than $16 million. Others include Peter Lewis, CEO of Cleveland-based Progressive Corp., the nation’s sixth-largest auto insurer, and John Sperling, president of the Apollo Group, a holding company that controls for-profit universities and job-training centers.

In an interview with Reader’s Digest, the 76-year-old Sperling said he believes doctors should be allowed to prescribe all drugs, including heroin and LSD. Lewis declined to be interviewed.

A spokesman for Soros said he does not support drug legalization. Nonetheless, Soros has donated millions since 1992 to groups led by people advocating it. Former Heath, Education and Welfare Secretary Joseph A. Califano, Jr., calls him the "Daddy Warbucks of drug legalization."

Soros created a drug-policy institute called The Lindesmith Center and has funded it with $4 million. Its director, Ethan Nadelmann, Sores’s point man on drug policy, has said he wants to "legalize the personal possession of drugs by adult Americans."

Soros has also given $6.4 million to the Drug Policy Foundation (DPF) a leading advocate for medical marijuana. Its stated mission is "publicizing alternatives to current drug strategies." Its founder, attorney and college professor Arnold Trebach, calls himself a "flat-out legalizer" who advocates the repeal of current drug laws.

Richard J. Dennis, a 49-year-old Chicago commodities trader and member of DPF’s board of directors, supports both medical marijuana and legalization in general. In fact, says Dennis,

"I’d like to see legalization for adults for all drugs, including heroin."

On DPF advisory board is Harvard Medical School psychiatrist Lester Grinspoon, a leading advocate of medical marijuana for over 25 years. He compares marijuana’s potential benefit to that of penicillin, predicting, "It will be the wonder drug of the new millennium."

Soros, Lewis and Spelling gained their biggest victory in November 1996 when California voters passed Proposition 215, also known as the Compassionate Use Act. It allows pot to be grown and smoked for "any illness for which marijuana provides relief." There are no age restrictions. "Illness" is loosely defined and can include headaches, chronic pain and arthritis. A doctor’s oral recommendation is all that is required.

The principal author of the California initiative was 52-year-old Dennis Peron, a San Francisco "medical pot club" owner who’s been arrested 15 times on marijuana charges. Peron says he worded the initiative vaguely because he believes "all marijuana use is medical."

Peron’s Cannabis Cultivators’ Club is the state’s largest pot club, taking in over $20,000 a day. One day last fall, Peron wandered the club greeting patrons and handed one a bulging quarter-pound bag of marijuana. Standing in line at Peron’s smoke-filled club to buy an eighth of an ounce of high-grade Mexican marijuana was a 39-year-old named Anthony. Under California’s law, Anthony is considered a "seriously ill patient" who can purchase and smoke pot. He tokes up four or five times a day.

When asked about his ailment, Anthony answered: "Officially, hernia discomfort from overstrenuous intercourse. Actually, I can’t feel it." He said the club admitted him without any medical referral. A self-described "potaholic," Anthony has smoked dope since he was 16. "My problems," he conceded, "are related to a general life-style kind of thing."

Peron’s club had operated for years, despite violating state and federal drug laws. In August 1996, state drug agents raided it, seizing 86 pounds of pot and $62,000. "The club was running a sophisticated illegal drug distribution network," said a spokesman for California Attorney General Dan Lungren. A grand jury indicted Peron, and he awaits trial on felony drug charges. Meanwhile, Peron is running for governor of California. Peron’s initiative never would have made it to the ballot without the help of Soros, Lewis and Sperling.

California requires 433,269 valid petition signatures before a "citizen’s initiative" can be placed on the ballot. As the deadline neared, Peron and his unorganized group of volunteers had collected only 40,000.

That is when Ethan Nadelmann of Soro’s Lindesmith Center stepped in. He helped create Californians for Medical Rights, a sophisticated campaign organization that pushed the medical-marijuana initiative. Soros and Lewis poured $400,000 into the group, which paid professional signature gatherers who, in 90 days, obtained more than 700,000 signatures.

Once the measure was on the ballot, Soros, Lewis and Sperling contributed a combined $450,000 for advertising. Commercials featured emotional appeals for relief through the use of marijuana. The ads never mentioned that Proposition 215 would allow marijuana to be smoked for any condition, without age restriction and without a prescription.

One of the numerous medical- marijuana clubs that opened as a result of Peron’s measure was the Dharma Producers Group in San Francisco, which bragged that it offered "medical marijuana with a Tibetan touch." The club’s "medical director," a pony-tailed 52-year-old named Lorenzo Pace, laughed when he explained his medical- marijuana credentials: "I did preliminary research all through the ’60s."

Californians for Medical Rights has since changed its name to Americans for Medical Rights. Today it is leading a campaign to place medical-marijuana initiatives on state ballots across the country.

While Californians were voting on medical marijuana, their neighbors in Arizona were considering an even more radical initiative. The Drug Medicalization, Prevention and Control Act of 1996 proposed to legalize not only marijuana but also more than 100 other drugs--including heroin, LSD and PCP (angel dust) for medical use.

Arizona’s initiative was sold to voters as a way to get tough on violent criminals. How? Open up jail space by paroling all first- and second-time drug offenders. This ignored the fact that virtually all of the 1200 inmates affected had plea-bargained down from much more serious charges or had prior felony records.

In Arizona, Sperling spearheaded the campaign. He, Soros and Lewis contributed a total of $1.2 million; the DPF gave $303,000. This accounted for 99 percent of the initiative total funding. As in California, much of this money paid for a massive media campaign. Opponents of the initiative, caught unprepared, did not run a single advertisement.

The measure passed, but a post-election survey revealed that Arizona voters had been badly misled. Seventy-four percent did not believe doctors should be able to prescribe drugs such as heroin, PCP and LSD, as the proposition allowed; 70 percent agreed the initiative would give children the impression the drugs were also acceptable for recreational use. The state legislature subsequently passed a statute that effectively overrode the initiative.

Fighting Back
The organizers of Arizona’s initiative moved to place a similar measure on the ballot in Washington State. Sperling, Lewis and Soros contributed a total of more than $1.5 million.

Despite being outspent more than ten to one, opponents of the Washington initiative were not about to be caught unprepared. They took every opportunity to stress that the measure was not about compassion, but about legalizing dangerous drugs. Last November voters rejected the measure.

The defeat in Washington has not sidetracked plans for similar medical marijuana initiatives in other states. Battlegrounds include Hawaii, Florida, Arkansas, Maine and Alaska. An Oregon initiative would not only legalize use of many drugs but also permit the sale of marijuana in state liquor stores. In Washington, D. C., Initiative 59 would allow up to four caregivers, including "best friends," to cultivate pot for a "seriously ill" person. Organizers are hoping that passage of these initiatives will spur Congress to legalize medical marijuana under federal law.

Says Dr. Robert DuPont, a former director of the National Institute on Drug Abuse:

"Never in the history of modern medicine has burning leaves been considered medicine. Those in the medical-marijuana movement are putting on white coats and expressing concerns about the sick. But people need to see this for what it is: a fraud and a hoax."

The National Security Council provides intelligence support to the Secretary of the Treasury. The nature of the support, is classified. The support insures the Department of the Treasury acts in accord with recommended national security policy and makes its full contribution to the attainment of national security objectives and to the particular climate of opinion the United States is seeking to achieve in the world.



This opinion is formulated by Council on Foreign Relations members working in an ad hoc committee called the "Special Group" and through a vast intragovernmental undercover infrastructure called the "Secret Team". The "Special Group" and "Secret Team" insure that a well coordinated economic warfare campaign weakens non-Round Table Member controlled companies and benefits Round Table Member controlled companies in the United States and in other nations.



Even the most knowledgeable Treasury officials don’t understand the role of the National Security Council in international monetary and financial policy. The "Special Group" and the "Secret Team" hide so-called national security objectives behind a veil of secrecy. This is because these objectives are in the best interest of the Round Table Group members, not in the best interest of the American public.



In 1969 Paul Volcker became Undersecretary for Monetary Affairs in the Nixon administration. Volcker’s boss was Secretary of the Treasury David Kennedy. In his book Changing Fortunes, Volcker writes:

"On inauguration day I sat down in my new office in the Treasury...A memorandum arrived from the White House with, as I recall it, the title of "National Security Study Memorandum Number Two." I clearly had not been on the list for Number One but, after all, Number Two was not bad. I didn’t really know what a National Security Study Memorandum was in those days, but since it was signed by Henry Kissinger on behalf of the president, it was obviously something to be taken seriously.



The memorandum described administrative and other arrangements for the conduct of international monetary affairs by the new administration. It designated the Undersecretary for Monetary Affairs - the position to which I would be nominated - to chair an inter-agency committee on the subject. The previous administration had such a group, so that was no striking new initiative, but it was nice for me to have my bureaucratic position confirmed. The memo also said that in that capacity I should report to Henry Kissinger at the National Security Council. That was unusual news to me, being in the Treasury Department. I went running to Secretary Kennedy’s office and said,

"You’d better take care of this quick, because it seems to cut you out of the loop."

He was not very close to Mr. Nixon at the time, and I sensed his hesitation about what to do. I always suspected he just ignored that part of the directive, because that’s certainly what I did. Henry Kissinger had other things to worry about during those days. Besides, one of his stable of assistants, Fred Bergsten, was a member of the inter-agency group, and I knew he was fully capable of keeping Henry informed.



I never heard another word about it, and I suspect papers on the intricacies of international monetary affairs ended up at the bottom of Kissinger’s in-tray, assuming they ever got that far. But it was to me an interesting lesson in bureaucratic one-upmanship. Kissinger had been designated to his position many weeks earlier, had a staff in place, access to the president, and an instinct to make good use of his head start."

On 21 of September 1964, a congressional Subcommittee on Domestic Finance, Committee on Banking and Currency, Chaired by Wright Patman, issued a report entitled Money Facts - 169 Questions and Answers on Money - A Supplement to A primer on Money. One fact is

"Congress has never given authority for determining money policy to the Federal Reserve System - and certainly not to a committee within the system containing members who owe their selection to private bank interest."

Yet, this is exactly what has happened. The Federal Reserve System, the banks that own it, and the governmental agencies involved with the monetary policy have something in common -- many of their executives are members of the Council on Foreign Relations.



Alan Greenspan, Paul Volcker, G. William Miller, and William McChesney Martin have all chaired the Federal Reserve board. All are members of the Council on Foreign Relations. As of September 1993, the Congressional Budget Office estimated that handling losses in failed savings and loan institutions would cost $120 billion from 1990 through 1998 (this figure does not include $60 billion spent before 1989). The Congressional Budget Offices underestimated. To date (1996) losses in failed savings and loan institutions have cost American citizens $500 billion dollars. Very few of the individuals responsible for the "losses" have been punished including sons of Council on Foreign Relations members George Bush and Lloyd Benson.



In 1987 leaders of America’s major banks went to Tokyo. They met with our finance minister and governor of the central bank. They urged more positive cooperation by Japanese banks. The big American banks were caught in the dilemma of their Latin American Debt. On the one hand, they had to suffer the losses caused in part by their own overlending, which meant they could not continue being exposed to new loans to Latin America. On the other hand, they were unable to jettison Latin America, which for them was an important market. The leaders of the banks attending the meeting were

The United States Code contains the general and permanent laws of the United States. The United States Code is prepared and published by the Office of the Law Revision Counsel of the House of Representatives. The laws have been classified into fifty categories. A category is called a Title. For example, laws pertaining to the President are found in Title 3 The President. Title 12 is called Banks and Banking. A reading of laws contained in Title 12 back up the statement that Congress has not given authority for determining money policy to the Federal Reserve System.



Title 50 War and National Defense clearly spells out such a role for the Federal Reserve. Title 50 Section 101 is the National Security Emergency Preparedness Policy. In this policy in Part 15 - Department of the Treasury in Section 1501 Lead Responsibilities we find that

"the Secretary of the Treasury shall:

(1) Develop plans to maintain stable economic conditions and a market economy during national security emergencies; emphasize measures to minimize inflation and disruptions; and minimize reliance on direct controls of the monetary, credit, and financial systems. These plans will include provisions for:

(a) Increasing capabilities to minimize economic dislocations by carrying out appropriate fiscal, monetary, and regulatory polices and reducing susceptibility to manipulated economic pressures;

(b) Providing the Federal Government with efficient and equitable financing sources and payment mechanisms."

Has the Federal Reserve been acting as if we have been in a perpetual National Security Emergency? Has the federal reserve been fine tuning the economy of the United States and advertising that it had the legal powers to do so when it really does not? If the Federal Reserve bank had these responsibilities spelled out in Title 12 Banks and Banking wouldn’t Title 50 merely reference those sections that state these responsibilities? Allen Greenspan, head of the Federal Reserve, Clinton’s Economic Advisor Laura Dandrea Tyson, Clinton’s International Security Advisor Lynn Etheridge Davis (who is also a Vice President of Chase Bank) and President Bill Clinton are all Council on Foreign Relations members.


Is the destiny of the American people being controlled by a group who have and hold the power to direct the credit policy of our nation. A group that has circumvented the check and balance safe-guards built into the system to prevent any one group from having this kind of power over the American citizen. A group whose self-proclaimed drive is for personal profit and who lack the honesty and integrity to make decisions based on public good.

The Joint Chiefs of Staff have defined psychological operations (PSYOPS) as those that:

"include psychological warfare and, in addition, encompass those political, military, economic and ideological actions planned and conducted to create in neutral or friendly foreign groups the emotions, attitudes, or behavior to support achievement of national objectives." Another proposal "develops the concept of ’strategic psychological operations’ as aimed at influencing and shaping decision-makers’ power to govern or control their followers."

Wake up America, we the American people, are among the groups being targeted and controlled.



Council on Foreign Relations members in the State Department, The National Security Council, the Central Intelligence Agency, and in the Department of Defense continue to control the lives of the American people through well planed psycho-political operations. These psychological operations rob American citizens of the present, by creating false reality worlds. These false reality worlds are created to trick the American public into acting not in their own best interest but in the best interest of a group of subtle fascists intent on creating one world order under their control.



Title-50 War and National Defense § 783 states -

"It shall be unlawful for any person knowingly to combine, conspire, or agree with any other person to perform any act which would substantially contribute to the establishment within the United States of a totalitarian dictatorship, the direction and control of which is to be vested in, or exercised by or under the domination of control of, any foreign government."

The Council on Foreign Relations are in violation of Title-50 War and National Defense § 783. The Council on Foreign Relations has unlawfully and knowingly combined, conspired, and agreed to substantially contribute to the establishment of one world order under the totalitarian dictatorship, the direction and the control of members of Council on Foreign Relations, the Royal Institute of International Affairs, and members of Round Table branch organizations in various nations throughout the world.


In the 60’s a youngster named Joan Baez objected to her tax money being spent on War. She protested. She was arrested and forced to pay her taxes for a cause she felt was unjust. Ms. Baez did a very brave thing. Ms. Baez’s demonstration offers a way to shift governmental control back to the people -- "trickle up taxes." There would be only one tax, a flat income tax. There would be no hidden taxes such as business taxes, sales taxes or value added taxes. Each taxpayer would know exactly how much taxes they had to pay. Rather than corporations withholding taxes from workers, the worker would receive all their salary. At the end of the year the worker would receive a tax package. It would contain,

(1) a detailed account of the budget and how the "tax payers dollar" was spent during the the current financial year

(2) a proposed budget and spending plan for the next financial year

The budget and spending plans would be broken down into broad areas indicating the percentage of a tax payer dollar being spent on programs in each area ( 1. federal 2. state 3. county and 4. local ).



Each area would be broken down into broad categories showing how the tax money was distributed. For example the Federal budget and spending plan for 1995 was 1.4 Trillion dollars distributed in the following way:

1. Defense(20%,$270 billion)

2. Welfare Employment and Retirement (17%, $220 billion)

3. Social Security (24%, $328 billion)

4. Interest on the Debt (16%, $214 billion)

5. Science and Space (1%, $17 billion)

6. Environment (1.5%, 21 billion)

7. Agriculture (1%, 12 billion)

8. Transportation (3%,39 billion)

9. Education (4%, 15 billion)

10. Law Enforcement (1%, 17 billion)

11. Veterans (2.5%, 36.6 billion)

12. Health (w/o Medicare) (9%, 122 billion)

The percents are the portion of one "tax payer" Federal Dollar spent on each Federal program. The dollar amounts are the total number of taxpayer dollars spent on all programs in each category. Similar breakdowns would supplied for state programs, county programs, and local programs. Detailed breakdowns on a per program basis would be provided.



The taxpayer would receive a proposed budget and spending plan for the next financial year in a form of a worksheet. Each tax payer would have one "tax dollar" to distribute in each area. If the taxpayer’s "tax dollar" could not cover all the budgeted expenses (at the local, county, state, and federal levels) the tax payer would decide which programs budgets to cut. A tax-payer could also redistribute portions of their tax payer dollars from one are to another (i.e. a tax-payer could redistribute Federal tax dollars to State programs that were underfunded). If the tax payer had a new program they could fund it with a percentage of their "tax dollar" redistributing percentages of their "tax dollar" from local, state, county and federal programs as needed.



For example, suppose the proposed Federal budget was the same as the 1995 Budget outlined above. If a taxpayer felt it was important to pay off the debt they might submit the following federal budget

1. Defense(0%),

1. Payment of Debt (20%, $270 billion)

2. Welfare Employment and Retirement (17%, $220 billion),

3. Social Security (24%, $328 billion), and

4. Interest on the Debt (16% $214 billion)

5. Science and Space (1%, $17 billion),

6. Environment (1.5%, 21 billion),

7. Agriculture (1%, 12 billion),

8. Transportation (3%,39 billion),

9. Education (4%, 15 billion),

10. Law Enforcement (1%, 17 billion),

11. Veterans (2.5%, 36.6 billion), and

12. Health (w/o Medicare) (9%, 122 billion).

This tax-payer re-distributed the percentage of their "tax dollar" from Defense to a new category -- Payment of the debt. The tax-payer could also offer an explanation of their proposed budget change. This tax-payer might say that since the cold war was over a large defense budget was not only unnecessary but weakening the country economically and making it vulnerable to potential enemies. If the suggested proposal was adopted the debt would eventually be retired (about $4.5 Trillion in 1995) and both the new category Paying off the Debt (24%, $270 billion) and the category Interest on the debt (16%,$214 billion) would no longer be needed in the budget. The taxpayer could then decide how to re-distribute that portion of the tax money, or even lower the tax burden by $484 billion per year.



Today we have about 115 million Americans employed (76% of all men over 16 years old and 58% of all women over 16 years old). Each American fills out a tax form that is sent to the government. The tax form has no influence on how their tax dollar is spent. This system of taxation would be abolished. Trickle up taxes would be instituted and carried out as an educational exercise in all local schools (public, private, and parochial). School children at all grade levels would participate. The taxpayers would receive three envelopes. They would send a check for taxes owed in one envelope. This would be a flat percentage of the tax payer’s income. The amount would include local, county, state, and Federal tax dollars. They would put the proposed budget and spending plan worksheet in the second envelope.



The budget and spending plan worksheet would not have the tax payers name on it - it would be a colorless, raceless, religionless, sexless and ageless "tax distribution idea form." The tax payer would put the two envelopes into a third envelope and mail it to their local school. The envelopes would be sorted. The results from the "tax distribution idea forms" would be compiled, summarized and distributed to the taxpayers. The taxpayer would learn which programs received adequate funding, and which programs did not. The taxpayer would receive a list of new programs proposed by taxpayers. Those programs receiving adequate taxpayer support would be started. Money from those programs that did not receive adequate funding would be held in escrow until the taxpayers decided what to do.



The experience would be rewarding, educational, and enlightening for everyone. The entire community would share in a educative experience that would effect their social environment in a most democratic way. If a person didn’t wish to participate their "tax dollar" would be trickled up according to the percentages decided upon by their neighbors. Everyone would have exactly four "tax dollars" to distribute, and therefore, be equal with everyone else. If one person had a unique idea that appealed to a majority of American citizens the majority of Americans could be swayed to accept the idea of this minority of one, change their current way of thinking, adopt the new idea, and trickle it up. This would happen at the local, county, state, and Federal levels. Legislation such as a balanced budget, questionable Energy choices such as Nuclear, and maintaining huge defense budgets in time of peace, would be trickled up through the people, rather than trickled down to them, in a manner whose legality, source, and intent is questionable.



This procedure would be followed each year. Each year the taxpayer could review new programs proposed the previous year which might include more efficient ways of spending the tax dollar. The taxpayer would decide what percentage of their tax dollar was spent at the local, county, state, and federal levels giving the tax payer control over how and where their money is spent. The experience would allow the 300 million American citizens to trickle up a budget and plan for their public servants to follow. Public servants wouldn’t have the pressure of solving all of America’s problems, and couldn’t be influenced by any small group, or tempted by a wealthy lobbyist. Problems would be solved by the American citizen. This would be a true form of absolute democracy, wherein each American would have the opportunity to participate. This would be in line with the Jeffersonian concept of a popular government and would provide protection of the rights of the individual against arbitrary action of public officials.



If you visit Dumbarton Oaks you will see a Latin parable at the head of the dedicatory inscription and carved elsewhere in the gardens. The parable is -- "Quod Severis Metes" -- "As ye sow, so shall ye reap." It would be wise for Council on Foreign Relations and other Round Table Group members to heed that parable. In 1776 Jefferson told Americans what to do when their inalienable Rights of Life, Liberty and pursuit of Happiness are jeopardized,

"That whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or to abolish it, and to institute new Government, laying its foundation on such principles likely to effect their Safety and Happiness.

The CFR & the Center for Strategic and International Studies

The following was found on the website for the Center for Strategic and International Studies (CSIS) [http://www.csis.org/]. The website tells us,

"The mission of CSIS is policy impact.. Its goal is to inform and shape selected policy decisions in government and the private sector to meet the increasingly complex and difficult challenges that leaders will confront in the next century."1

The CSIS website tells us it achieves its mission in three ways:

"By generating strategic analysis - CSIS is a source of scholarly analysis on international public policy issues...

By convening policymakers and other influential parties - CSIS has a long-standing reputation for bringing together leaders from government, the private sector, and academia from around the world...

By building structures for policy action - CSIS mobilizes government and private-sector leaders in action commissions and other high-level groups and then moves policymakers to take concrete actions."2

Propaganda, is the effort to alter the picture to which men respond, to substitute one social pattern for another. Propaganda is used to create false reality worlds using sleight of mind. Psycho-political operations are propaganda campaigns. Strategic psycho-political operations focus propaganda at powerful individuals, or small groups of people capable of influencing public opinion or the government of a particular country. Tactical psycho-political operations focus propaganda at the masses by interference in specific events, their comments, and their appeals through mass communication media ( i.e. newspapers, radio, television, textbooks, educational material, art, entertainment, etc. ). Both forms of propaganda are used to manipulate public opinion to attain foreign policy goals in a given period. If the operations are designed to conceal both the operation and the sponsor the operation is clandestine. If the operations are designed only to conceal only the sponsor the operation is covert.3

Conspicuously absent from the CSIS web-site are links of CSIS members to the Council on Foreign Relations. Once the links are added it becomes clear that the CSIS is run by the Council on foreign Relations. CSIS is part of the Council on Foreign Relations propaganda machine, that focuses well planned psycho-political operations at powerful individuals and the masses.

CSIS convenes 700-800 meetings, seminars, and conference each year in Washington and throughout the world. These are strategic psycho-political operations meant to influence powerful individuals at home and abroad. CSIS generates thousands of media appearances, articles, and background contacts annually. These are tactical psycho-political operations meant to influence mass public opinion.4

When the CSIS informs and shapes selected policy decisions in government and the private sector they do so to further the interests of Council on Foreign Relations members, and members of CFR branch organizations in other nations, not the American people.

Founded in 1962 and located in Washington, D.C., CSIS is a private, tax-exempt institution. Its research is non-partisan and non-proprietary. On January 1, 1999, Sam Nunn will take over for CFR member Anne Armstrong as chairman of its Board of Trustees, and CFR member Robert Zoellick will assume the presidency as CFR member David M. Abshire moves on as CSIS chancellor.5

Center for Strategic and International Studies list of "Who Leads CSIS" contains 63 people, 35 are Council on Foreign Relations members . Of the Center’s staff of 80 research specialists at least 20 are Council on Foreign Relations members.

Contributions from more than 300 corporations, foundations, and individuals constitute 85% of the revenues required to meet the Center’s budget, which in 1997 was $17 million. The remaining funds come from endowment income, government contracts, and publication sales. 6

The Center for Strategic and International Studies (CSIS) is a public policy research institution dedicated to analysis and policy impact. CSIS is the only institution of its kind that maintains resident experts on all the world’s major geographical regions. It also covers key functional areas, such as international finance, U.S. domestic and economic policy, and U.S. foreign policy and national security issues. 7

The Center’s gateway to Asia is the Honolulu-based Pacific Forum CSIS. It is the hub of network of 20 research institutes around the Pacific Rim. Forum programs encompass current and emerging political, security, economic, and business issues. CFR member Brent Scowcroft chairs its Board of Governors and James A. Kelly is its president.8

CSIS launched the National Security in the Twenty-First Century Project last year. It is co-chaired by CFR member Harold Brown and CFR member James Schlesinger. It promises a comprehensive look at what must be done to provide credible, capable defense of the nation, its interests, and its allies. The project focuses on four critical, strategic dimensions of future U.S. national security: resources, strategy and force structure, information warfare, U.S. national security decision-making. Resources for National Security: With the 1995 publication of Defense in the Late 1990’s: Avoiding the Train Wreck, CSIS was one of the first policy institutions to warn that the American drive to reduce the budget deficit threatens to severely undermine U.S. military capabilities unless entitlement spending is also cut or taxes are increased.10

Revisiting the National Security Act of 1947 is an ongoing comprehensive study overseen by former secretaries of defense CFR member Harold Brown and CFR member James Schlesinger. The study was launched eighteen months ago when CSIS first argued the pressing need to revise the 1947 Act to reflect the changing nature of U.S. foreign and defense requirements and the changing character of the tools at the disposal of U.S. policy-makers for meeting those requirements. The Council on Foreign Relations and Mein Kampf

In 1941 General William Donovan’s covert psywar responsibilities included covert psychological warfare within the uniformed Office of Strategic Services (OSS). [1] In 1943 the OSS released a top secret psychological report written on Adolph Hitler. The psychologist leading the study was Dr. Walter Langer. Dr. Walter Langer’s brother was William L. Langer, Special Branch Chief of the Office of Strategic Services. William L. Langer was also one of the editors of the first English version of Adolph Hitler’s Mein Kampf. The English version of Mein Kampf appeared in 1939. Hitler wrote Mein Kampf in 1923. Members of the Royal Institute of International Affairs and the Council on Foreign Relations were reading English Translations of Mein Kampf many years before they presented it to the American public. One of William L. Langer’s co-editors was George N. Shuster. Langer and Shuster were Council on Foreign Relations War and Peace Studies’ Peace Aims Group members from 1941-1945. Another member of this group was Arthur Sweetser, the Deputy director of the Office of War Information. Sweetser and Langer also worked together as members of the Political Group with John Foster Dulles. Another member of the Peace and Aims Group was Allen W. Dulles, John’s brother. General Donovan and Allen Dulles made a career of trying to have the Director of Central Intelligence assigned to the Office of the President.[2]


The Division of Special Research of the Department of State was organized like the Council on Foreign Relations Peace and Aims Group. The Peace and Aims Group gathered information about particular nations or groups of nations using the Buchanan-Cantril "Adjective Check-list." -- so did the Division of Special Research. These groups sent this information of different people’s aims and aspirations to the Institute of Advanced Study at Princeton University. This information was given to Cantril and others studying policy-research, and psychological warfare techniques. Cantril and his colleagues would script psycho-political PSYOPs from what they learned and evaluate the effectiveness of the PSYOPs .Federal Broadcast Intelligence Service would be broadcast the propaganda to peoples of target nations throughout the world. The psycho-political operations were used to deceive people in other nations including allies nations. The British played a willing part in the psycho-political operations, as evidenced by their liaison with the Federal Broadcast Intelligence Service.

Shuster’s co-editor William L. Langer was a professor and a psychologist. William L. Langer was the OSS branch chief for Research and Analysis. While in the OSS William L. Langer worked with Council on Foreign Relations member William H. Jackson. Their OSS research included "indirect assessment." "Indirect assessment" was a way of evaluating a man’s personality or state of mind without direct interview by a psychologist. Professor William Langer was applying this technique to produce profiles on key political figures. One of the figures Langer’s study focused on was Adolph Hitler. Langer published an OSS psychological profile of Hitler. "Indirect assessment" was also used to help in assessing the reliability of foreign agents. Data analyzed included physical appearance, dress, manner, speech, habits, social and political attitudes.[3]

The introduction to Mein Kampf tells us,

"... Mein Kampf is a propagandistic essay by a violent partisan. As such it often warps historical truth and sometimes ignores it completely. We have, therefore, felt it our duty to accompany the text with factual information which constitutes an extensive critique of the original. No American would like to assume responsibility for giving the public a text which, if not tested in the light of diligent inquiry, might convey the impression that Hitler was writing history rather than propaganda... "[4]

The editors of Mein Kampf, including Intelligence Agents Shuster and Langer, were either misdirecting the reader or woefully misinformed about the psychological warfare techniques being employed by State Department Officials, and the Office of Strategic Services, and Military Intelligence Units. Among the sleight of mind techniques employed were warping historical truth and often ignoring it completely.

Langer (March 16, 1896-December 26, 1977) was a key figure in the intelligence community. As a soldier in World War I he rose from private to sergeant, and participated in the St. Mihiel and Argonne engagements. A member of the Board of Analysts, Office of Coordinator of Information (1941-42); chief of Research and Analysis Branch, Office of Strategic Services (1942-1945), special assistant for intelligence analysis to the Secretary of State (1946); and assistant director of the CIA (1950-52). After 1952 Langer served as a consultant to the CIA. Langer spent thirty years dealing with the problems and organization of foreign intelligence including nine years on the President’s Foreign Intelligence Advisory board (1961-1979). In his presidential address to the American Historical Association (1957) Langer emphasized the need for deeper study and more extensive reference by historians to the teachings of modern psychology. In his early Langer was a fellow at the Center for Advance Study in Behavioral Sciences at Stanford. Langer’s first significant book was The Diplomacy of Imperialism (1935). His view was that Hitler’s Mein Kampf was an extraordinary medley of amateur politics and amazing insights into international problems and possibilities, and that Hitler "showed reckless courage in realizing the German dreams, nightmarish as some of them were." [5]

Shuster (August 27, 1894-January 25, 1977) was a journalist that enlisted and served in France as a sergeant in Army Intelligence. Shuster was of German heritage and was not enthusiastic about the war. After the war he was in the army of occupation in Germany. He studied at the University of Poitiers in France. Shuster admired the German culture and sympathized with Germany’s economic problems after Word War I. In his book The Germans (1932), he glibly dismissed the "ideas" of Adolf Hitler as "no more commendable for wisdom or practicableness than are the notions of the average United States Senator." Shuster began to change his views towards Hitler in 1934 and denounced the Nazi’s assaults on individual and religious freedom. During World War II Shuster served on the Enemy Alien Board. When the war began in 1945 Secretary of War Henry Stimson ordered an "evacuation" of all Japanese, alien and American alike, from the coastal regions of California. Stimson remarked that the evacuation made an awful hole in the constitution but he had to do it on the grounds of safety of the nation and out of military necessity. The Japanese, alien and American alike, were "rationalized" into concentration camps. Oddly enough, Stimson didn’t rationalize that the Germans, alien and American alike be "rationalized" into concentration camps. Did the Japanese "evacuation" recommendation come from the Enemy Alien Board? Did this recommendation include only a Japanese "evacuation" because the board was made up of a group of subtle fascists, and racial supremacists that approved the ethic cleansing being practiced by Adolph Hitler? A group of subtle fascists that were members of the Council on Foreign Relations? A group of subtle fascists who had infiltrated Hitler’s Nazi party, not to destroy it, but to bring it to power, to justify a second World War?[6]

Were Army Intelligence Officers George Nauman Shuster and William L. Langer ( both member’s of the Council on Foreign Relations Peace and Aims Group ) editing Mein Kampf as part of Donovan’s study? A study that included researcher’s Hadley Cantril and Gerard Lambert. Researchers who believed there was nothing wrong in giving the American public a message -- which, if not tested in the light of diligent inquiry, would indeed convey the impression that the author was writing history and fact rather than propaganda -- creating for the reader or listener a false "reality world" which would deceive the listener into going along with a policy they might not have otherwise sanctioned.

Did the Office of Strategic Services put up funds for getting Mein Kampf, translated, published and marketed in the United States. Was disseminating Mein Kampf, part of a psycho-political operation? Mein Kampf was written in 1923. The US and British Intelligence were aware of Hitler and his fascist organizations for years. Why did these groups wait until 1939 to make Hitler’s Mein Kampf available to English Speaking peoples? Why weren’t covert-operations carried out to prevent Hitler’s rise to power? Was this information withheld so Hitler could take power? Was this done to help Hitler take power to provide the World with an enemy they could hate and loath; an enemy they would willingly fight a World War against?

Were American Council on Foreign Relations and British Royal Institute of International Affairs members aware of Mein Kampf for many years. Were English translations of this book available American and British Round Table members as early on as 1923 when it was published in Germany? Did American and British Intelligence agents infiltrate the National Socialist German Worker’s party and help Hitler write Mein Kampf?

The National Socialist German Worker’s party was founded on November 9, 1919. Hitler writes in the Conclusion to Mein Kampf,

"On November 9, 1923, in the fourth year of its existence, the National Socialist German Worker’s Party was dissolved and forbidden throughout the entire territory of the Reich. Today, in November of 1926, it stands again before us, free through the whole Reich, stronger and internally more stable than ever before." [7]

Evidently the German people caught on to the evil nature of Hitler and tried to do something about it. Did British and American Round Table group members hold back the publication of Mein Kampf in other countries so the German people wouldn’t receive support from other nations and Hitler could overcome the resistance of his countrymen and rise to power? Did British and American intelligence agents left in Germany after World War I bring Hitler to power as part of a Council on Foreign Relations plan to cause a second World War?

Hardly one person in 1000 ever heard of the Council on Foreign Relations (CFR).

The Council on Foreign Relations was formally established in Paris in 1919 along with its British Counterpart the Royal Institute of International Affairs. The Council on Foreign Relations and Royal Institute of International Affairs can trace their roots back to a secret organization founded and funded by Cecil Rhodes, who became fabulously wealthy by exploiting the people of South Africa. Rhodes is the father of Apartheid.

Many of the American members were American intelligence officers that belonged to the first American Intelligence Agency -- THE INQUIRY. Many of the British members were British Intelligence Agents. THE INQUIRY and its members, who included such notable Americans as Col. Edward Mandel House, Walter Lippmann, Isaiah Bowman, and James Shotwell, wrote most of Woodrow Wilson’s 14 points. The INQUIRY members attended the Paris Peace conference and traded off most of the Fourteen Points to establish the League of Nations. Wilson was so disturbed by the INQUIRY’s betrayal he suffered a stroke and physical collapse and refused to speak to his influential advisor INQUIRY member Edward House ever again. The American people refused to join the League of Nations, because they did not want to belong to an organization that could force America to go to war and whose intent was to be an international police force.

The Jefferson Letter - 1994

A paper, titled Use The Sun, was submitted to the Florida Solar Energy Commission for presentation at a symposium called Hydrogen ’94. The paper told of a small group called the Council on Foreign Relations and its sister organization the Trilateral Commission, whose members include the names of leading American, Western European, and Japanese citizens. This group had been sabotaging the development of renewable energy resources while promoting nuclear proliferation. The group did this to create an economy of unrest from which they could profit. After accepting the paper the paper was rejected. Vice President Al Gore and Senator Thomas Harkin were among the invited guests. Vice President Gore’s father played a key role in establishing Nuclear Power in America. A letter and a copy of Use the Sun, was sent to Gore questioning why the Committee Chairman and Technical Committee found the paper inappropriate for presentation at the symposium. A copy of the Gore letter was sent to Senator Thomas Harkin. Harkin had written a book called Five Minutes to Midnight: Why the Nuclear Threat is Growing Faster Than Ever. The forward to Harkin’s book was written by former CIA director William Colby. Colby tells the reader that a group of "Emperors of the Superpowers" have built a dangerous myth clothed in the guise of national security. Colby tells the reader that the citizens were kept uniformed on purpose. What Colby doesn’t tell the reader is that he is a member of the Group.


Blowing The Whistle on A Nuclear Threat

Harkin didn’t answer the letter, or speak at the symposium.

In 1975 a Congressional investigation of U.S. intelligence organizations uncovered numerous blatant unconstitutional activities. The House Intelligence Committee subpoenaed classified materials from CIA Director Colby. Colby refused to transfer sensitive material. Congressman Michael J. Harrington was dropped from the House investigation committee as a security risk when he fought to disclose facts of CIA operations in Chile. It was Colby who singled out Harrington as a security risk. Colby escaped punishment.

Colby is a lawyer with Donovan, Leisure, Rogovin, Huge and Schiller. The firm has offices in Egypt. Colby is a member of the CFR. Mitchell Rogovin, another CFR member, was Special Counsel for the CIA and director of the US Nuclear Regulatory Commission Inquiry Group on Three Mile Island. Why didn’t Colby warn the American public regarding the dangerous use of Nuclear Power earlier on? Another member David A. Shaw served as Counsel for the Senate Select Committee on Intelligence 1977-1980. Since Colby was under investigation isn’t this a conflict of interest, unethical, and illegal? Is Colby’s law firm intimately connected to and a part of the Intelligence Community? Are lawyers and judges part of an injustice system, where when wrongdoing is uncovered, the guilty avoid sentencing? Do these law firms advise our political leaders? Is the advice they give good for the country or good for a small group profiting at the expense of their fellow American citizens.

Why the Nuclear Threat Is Growing Faster Than Ever

Senator Harkin warns the American people that

"We do not have a well-informed electorate or anything approaching an informed national debate about the arms race."

Harkin’s and Colby’s writing reveal their lack of character. Harkin and Colby use psychological strategy and propaganda techniques to disassociate themselves from their own roles in promoting nuclear proliferation; Harkin and Colby shift the blame from those who drove society into its present danger to the average citizen; Harkin and Colby appeal to the average citizen to embrace them as the visionary leaders who can lead them out of danger -- while it was they that knowingly lead them into danger in the first place.

The RAND Institute is a federally-funded think-tank. Clients, include the Pentagon, the Atomic Energy Commission, and NASA. RAND’s Center for Russian and Eurasian Studies, was formerly called RAND/UCLA Center for the Study of Soviet International Behavior. The Office of the Secretary of Defense sponsors the RAND National Defense Research Institute, headed by Council on Foreign Relations member Michael D. Rich. Fifty per cent of RAND’s work is labeled secret. Despite the secrecy governing its activities, RAND has a prodigious outpouring of books, reports, memoranda, briefings, and communications. Joseph Kraft summed up the propaganda effect of this material,

"Though little known, RAND has had an enormous impact on the nations strategic concepts and weapons systems, and in one way or another RAND has affected the life of every American family."

Members of the Council on Foreign Relations play a crucial role in RAND’s application of strategies and techniques to purposely keep the American public misinformed.

Henry Alfred Kissinger - Pimp Diplomacy

Henry Kissinger is a member of the Council on Foreign Relations.

Should a man with the lack of character exhibited by Kissinger be advising Presidents and helping to shape world affairs? Has Kissinger been instrumental in developing and applying psychological strategy and warfare techniques that have been used to manipulate the average American Citizen?
The Psychological Strategy Board is Born

On 20 June 1951 Harry S. Truman signed a directive establishing the Psychological Strategy Board. The directive read,

"Directive to:

The Secretary of Defense
*

The Director of Central Intelligence

It is the purpose of this directive to authorize and provide for the more effective planning, coordination and conduct, within the framework of approved national policies, of psychological operations. There is hereby established a Psychological Strategy Board responsible, within the purposes and terms of this directive, for the formulation and promulgation, as guidance to the departments and agencies responsible for psychological operations, of over-all national psychological objectives, policies and programs, and for the coordination and evaluation of the national psychological effort.

The Board will report to the National Security Council on the Board’s activities and on its evaluation of the national psychological operations, including implementation of approved objectives, policies, and programs by the departments and agencies concerned. The Board shall be composed of:

a. The Undersecretary of State, the Deputy Secretary of Defense, and the Director of Central Intelligence, or, in their absence, their appropriate designees;

b. An appropriate representative of the head of each such other department or agency of the Government as may, from time to time, be determined by the Board.

The Board shall designate one of its members as Chairman. A representative of the Joint Chiefs of Staff shall sit with the Board as its principal military adviser in order that the Board may ensure that its objectives, policies and programs shall be related to approved plans for military operations..."

Gordon Gray Media Expert & Spy

The director and architect of the Psychological Strategy Board was a man named Gordon Gray.

Gray sat on many advisory boards. In 1954 one of these boards recommended that Dr. Robert Oppenheimer, the nuclear scientist be denied reinstatement as a government consultant on atomic energy.

Oppenheimer was instrumental in building the first nuclear bomb.
*

Oppenheimer was an opponent of nuclear generating plants and dared to point out their deadly but invisible production of nuclear pollution.

The boards action in revoking Oppenheimer’s clearance damaged his credibility as a nuclear expert and helped to rob the American citizen of an alternative view of the dangers of nuclear proliferation. Instead the Eisenhower administration sought its advice from Dr. Edward Teller, a hawkish champion of Nuclear power.

Gray was a broadcast and publication media specialist. Gray was instrumental in keeping the uniformed electorate uninformed by design.

The Psychological Strategy Board? What Psychological Strategy Board?

In 1951 Truman told the press the Psychological Strategy board was a permanent board and part of the Central Intelligence Agency. In 1953 Eisenhower commissioned the Jackson committee. Its mission was to study psychological warfare and propaganda. Gordon Gray was a member of this committee. The Jackson Committee worked with the Hickenlooper Committee, who ran the Overseas Information Programs. Hickenlooper staff were drawn from the Dept. of State, Dept. of Defense, the CIA, the Mutual Security Agency and the Office of Defense.


The Jackson committee issued a Top Secret report. It accused the Soviet union of trying to isolate the United States "as its first step toward its domination" of the world. It accused the soviets of using political warfare methods and propaganda to do this.

The report then did to the Russians what it accused the Russians of doing to the United States; isolated them by suggesting them to be a danger to the rest of the western allies; advocated a build up of weapons by the allies to intimidate them; and, advocated the use of propaganda, psychological warfare, and a need for secrecy.


When an uneasy press questioned the US government "the official spokesman explained that this was part of the cold war strategy and had to be classified." What the Gray boards were doing was to put into motion a plan to create a massive cold war. The plan silenced men like Robert Oppenheimer, who advocated peace; identified and isolated a new enemy - the Russians; and gave the Russians time to develop a nuclear capability by encouraging world wide nuclear proliferation.

The Operations Coordinating Board AKA The Psychological Strategy Board

Three Jackson committee recommendations were:

the establishment of an Operations Coordinating Board
*

the abolition of the Psychological Strategy Board
*

an information program to influence people throughout the world

On September 3, 1953 Presidential Executive Order 10483 established the Operations Coordinating Board and abolished the Psychological Strategy Board. The Executive order stated,

..."the Operations Coordinating Board shall

(1) Whenever the President shall hereafter so direct, advise the agencies concerned as to ... the execution of each security action or project so that it shall make its full contribution to the attainment of national security objective views and to the particular climate of opinion the United States is seeking to achieve in the world, and

(2) initiate new proposals for action within the framework of national security policies in response to opportunity and changes in the situation..."

The Operations Coordinating Board was a re-named Psychological Strategy Board. Both boards had the same members, the same mission, and would use psychological strategy, propaganda, and mass media to manipulate huge groups of individuals. The American public was one of the groups. Gordon Gray architected both boards, sat on both boards, sat on the Jackson committee, and was a member of the Council on Foreign Relations. Henry Kissinger was Gordon Gray’s consultant. People would be made to accept the beliefs of a small group of men driven by greed and personal gain; men who controlled the banks, industry, the media and the military; men who could profit from war more easily then they could profit from peace.

The Jackson Committee’s Views On US Information Activities

A psychological strategy used repeatedly by the Operation Coordination Board - was to lie. The Jackson Report tells us,

".. The International Information Administration should be authorized to release domestically ... information concerning its programs... In the Committee’s view, the American people do not yet grasp the import of the President’s recent words that we live in an age, not an instant, of peril. A greater effort is needed to inform our citizens of the dangers that confront them... This should include information concerning the growth of the Soviet atomic capability, as well as data on the steady development of the Soviet economy.... The Committee recommends... security regulations not be allowed to restrict the flow of information to the public except in those cases where the need for security is clearly demonstrable... "

The same year, Gordon Gray and members of the agencies issuing this report would revoke J. Robert Oppenheimer’s security clearance, effectively silencing him.

In Carole Gallagher’s recent book American Ground Zero, we learn, forty years latter, about information withheld from the American people regarding above ground nuclear tests during the 1950s. Soldiers were sent into "hot" areas shortly after detonation to retrieve equipment. Civilians came to watch the blasts and the strange, pink ash that killed sheep by the thousand. Since then local residents have had abnormally high incidents of cancer, reproductive problems, and birth defects. In one of the most shameful episodes of the Cold War - many men recall seeing cages near ground zero that held chained animals and humans.

Were the Gray Boards intent on promoting worldwide nuclear proliferation and blaming it on the Russians?

Changing America’s Trinity of Inalienable Rights

The Jackson report states

"The United States has important advantages in the world conflict which should receive greater attention in its information programs. As a people, we share fundamental beliefs and values with millions of other men and women we are attempting to win to our side. These include belief in God, belief in individual and national freedom, belief in the right to ownership of property and a decent standard of living, belief in the common humanity of all men and in the vision of a peaceful world with nations comprising their differences and cooperating in the United Nations."

The words reveal an unsettling change in the Trinity of inalienable rights, a substitution of ownership of property for the pursuit of happiness .

The Declaration of Independence was designed to influence public opinion, at home and abroad. Jefferson’s language and the structure of his argument most closely parallel the natural-rights theories of John Locke. Locke argued all "just" governments are founded on consent and are designed solely to protect people in their inherent rights to life, liberty, and property.

In one key respect Jefferson used Natural Law instead of Natural-rights Theory, substituting "the pursuit of happiness" for "property" in the Trinity of inalienable rights. This change emphasized public duty rather than personal choice, for, Natural Law theory is that happiness is attainable only by diligent cultivation of civic virtue. Did a group of aggressive ruthless men seize power and orchestrate a propaganda campaign to change the belief’s of a nation and turn a social philosophy based on public good into a dollar philosophy based on greed?

The Policy Makers Take Control of The American Government

The Gray "boards" had a plan for globalization resulting in one world order. The Jackson report tells us the U.S. would,

"... give powerful assistance in the creation of a peaceful world order. Of fundamental importance, however, the program should speak in terms of the deeper spiritual values uniting this nation with the rest of the world."

Information would be delivered through a propaganda program aimed at foreign countries by specialized country teams:

"...effective technical control of the information program is needed at the country level. This can best be accomplished by the chief of mission, with the aid and advice of a "country team"...conducting information programs...Information guidance emanating from Washington should normally be confined to global or regional themes...

The Government information service certainly must not aid in the distribution of subversive books or Communist propaganda. On the other hand, pursuant to the direction of Congress "to promote a better understanding of the United States in other countries,

"it should not hesitate to distribute books and publications just because they contain criticism of American life, institutions, and officials. In fact, if it does not reflect this criticism, it is not presenting a true picture of America."

If the Jackson Committee, and the Hickenlooper committee, and "Gray" Boards, were sincere about this recommendation why did the same men discredit and silence American citizens like Robert Oppenheimer, who advocated peace and were against nuclear proliferation? If viewpoints that were contrary to peace and detrimental to nuclear proliferation were being silenced in America, would this group allow these views to be aired in foreign countries?

Coordinated Nuclear Proliferation

In 1946 the atomic energy program was transferred from the Army to the Atomic Energy Commission (AEC). A joint committee of nine members from each house of Congress was formed to oversee the AEC. One member was Senator Bourke Hickenlooper. For three years tension between the Republican-controlled Congress and the Truman appointed commissioners limited the committees ability to supervise the AEC.

In 1949 this changed when the Soviet Union tested its first atomic bomb and the fear of communism came to dominate the general political environment. Hickenlooper investigated uncovering AEC mistakes. The AEC lost four grams of U-235 to thieves and sent isotopes to Norway despite a law prohibiting export of radioactive material. The scientists who advised the AEC were discredited. The AEC’s guidance shifted from the scientists to Congress. The AEC’s orientation became less military and more civilian. The scientists built bombs. Members of the JCAE included some interested in the atom’s potential for generating electrical power.

Was the above scenario part of a Nuclear proliferation plan coordinated by men who ran the NSC, CIA, and Operations Coordinating Board? Men who were members of the Council on Foreign Relations. Was the plan; to have the Government build bombs and the industrialists control Nuclear electrical power generation; to maintain the most powerful military establishment in peace time history; and to establish a new world order controlled by Council on Foreign Relations members.

Happy Birthday - The National Security Act 10 Years Old

On September 23, 1957, on the Tenth Anniversary of the National Security Act, Eisenhower told the press:

...The National Security Act provided .. a comprehensive program for the security of the United States through unified direction of our military services and through coordination at the national level of national security policies, foreign intelligence, and defense mobilization ....

...A basic purpose of the National Security Act was to provide "authoritative coordination and unified direction under civilian control of the Secretary of Defense" of the military departments. Under this Constitutional concept of a single civilian head, the United States is effectively maintaining the most powerful military establishment in our peacetime history...

The National Security Act also created the National Security Council ... a mechanism to advise the President ... in the integration of domestic, foreign, and military factors in national security policies. The Council’s subordinate units, such as the Planning Board, the Operations Coordinating Board ... enable responsible Executive departments and agencies to cooperate effectively in developing and executing national security policies....The Act further provided that the Director of Central Intelligence ... should bring to the attention of the President and Council intelligence information concerning developments abroad affecting our national security.

The Psychological Warfare Board Redux?

On 2 April 1958 a St. Louis Post-Dispatch reporter caught President Eisenhower by surprise when he asked,

"Mr. President, has any thought been given to the re-establishment of the psychological warfare board which would give you more flexibility than the National Security Council?"

Five years after an uneasy public and press questioned their leaders about the psychological warfare board a member of the press called for its re-establishment.

On 19 February 1961, President John F. Kennedy issued a Statement abolishing the Operations Coordinating Board.

"I am today ... abolishing the Operations Coordinating Board ... we will center responsibility for much of the Board’s work in the Secretary of State. He expects to rely particularly on the Assistant Secretaries in charge of regional bureaus, and they in turn will consult closely with other departments and agencies. This will be our ordinary rule of continuing coordination of our work in relation to a country or area."

Up to 1961 every Secretary of State except Cordell Hull, and James Byrnes, were members of the Council on Foreign Relations. The undersecretaries, almost to a man, were also Council on Foreign Relations members.

"... I expect the senior... members of the Operations Coordinating Board will still keep in ... touch with each other .... Mr. Bromley Smith, ... the Executive Officer of the Operations Coordinating Board, will ... work with my Special Assistant, Mr. McGeorge Bundy [Bundy was a member of the Council on Foreign Relations ],... on White House decisions in the area of national security. In these varied ways we intend that the net result shall be a strengthening of the process by which our policies are effectively coordinated and carried out, throughout the Executive Branch."

Lynn Etheridge Davis - Big Sister Tells US "War is Peace"

Lynn Davis is Clinton’s Under Secretary of State for International Security Affairs. In 1974 she published a book titled The Cold War Begins Soviet-American Conflict Over Eastern Europe. Warner Schilling, William Fox, Howard Wriggins, Marshall Shulman, and Henry Graff, are acknowledged by Mrs. Davis in the beginning of her book. All are members of the Council on Foreign Relations; so is Lynn Davis.

In July 1992, the RAND, a CFR think tank, convened a group of outside experts and RAND staff to discuss the problems of peacekeeping and peacemaking in the new world environment brought on by the collapse of Soviet power and the dissolution of the Soviet Union.

Dr. Davis, then Rand’s Vice President, Army Research Division, prepared a paper setting issues for the group’s discussion. The paper was revised and published as a RAND Summer Institute Report titled Peacekeeping and Peacemaking After the Cold War. In the report the word peace is used in an Orwellian doublethink manner. We are told the Secretary General of the UN

"defines peace building as post conflict action... The Secretary General has linked preventive diplomacy with preventive deployments of military forces".

We learn,

"The Secretary General in his Agenda for Peace ... emphasizes the need for governments to share information on Political or military situations, and in so doing, he is asking for an expansion of the intelligence sharing...".

Is this the next stage in a plan to maintain the most powerful military establishment in peace time history ; the next stage in a plan to establish a new world order; the next stage in a plan for the men in control of that world order to be Council on Foreign Relations members.

The Emperors of the Superpowers - The Unintelligence Community

Since 1966 every CIA Director has been a member of the Council on Foreign Relations (CFR). The Clinton administration employs eight CFR members in the Department of State.

CFR members Kissinger and Gray worked together from one administration to the next. JFK dissolved the Operations Coordination Board, yet retained the key players including Gray. John F. Kennedy, his brother Robert and Martin Luther King were all assassinated. Gordon Gray stayed on through the Johnson, Nixon and Ford administrations. Nixon appointed 110 CFR members to Government posts.

Former CIA Director Schlesinger chairs Mitre Corporation. Schlesinger and six other Mitre Directors are CFR members. CFR member Brent Scowcroft, is a Kissinger Associates executive. Miter and Kissinger Associates profit from lucrative DoD contracts paid for with $300 billion dollar annual peace-time military budgets.

In 1975 a Trilateral Commission report titled "The Crisis of Democracy" recommended limiting an "excess of democracy". Recommendations included the government regulate the press, instigate policies of secrecy, centralize the power within Congress, reduce job expectations of the college educated, and centralize economic and social planning.

Forty-seven CFR members were among the American delegates to found the UN. The last sentence of Lynn Davis’s paper states,

"The most important step would be for government to place "volunteer" military forces under UN command."

Is this the next step in a plan to make America and the rest of the world one Global nation under UN control; a UN controlled by the CFR and populated with CFR members?

Trilateral Commission - How to Profit from an Economy of Unrest

In 1975 CFR magazine Foreign Affairs published an article describing how the CFR works,

"There was a creaming off and co-option of the natural elite of the working class [in America]. Some members were drawn off ... to higher education ... Their followers were pacified ... by vicarious participation in the structure of power and ... by receipt of slightly increased shares of a very rapidly growing pie. There is no evidence that any existing wealth was redistributed."

The article suggests the Third World could be co-opted in the same way. Is the plan to now co-opt eastern Europe? In 1973 a Foreign Affairs article tells us

"the logical and eventual development [of the increased role of multi-national Corporations]... would be the end of nationality and national governments as we know them".

The article explains this as a "logical" Corporate evolutionary process. Isn’t this an Oligarchy - where the ruling power belongs to a few powerful people - the corporate managers?

One CFR family, the Rockefeller’s, have assets in 125 nations. What are combined CFR member holdings? While economies go through inflation and depression, nations suffer famine and pestilence, and wars ravage and destroy, those that control money and power still prosper. CFR industries produce medicine, munitions, and food. Promoting an economy of unrest creates markets for CFR products. CFR business executives hold key positions within government policy councils and help their company dominate the economy through political connections. CFR member run corporations are buying seed companies to gain global control of seed supplies. By the year 2000, fifty companies could monopolize the food industry. Is monopoly the natural evolution of a free market economy? Is it what our founding fathers had in mind?

Confuse and Control - Soviet Techniques in Germany

Multinational corporations, directed by CFR members control thousands of published and broadcast media companies.

In 1957 Warren Nutter (an Economics Professor, CIA division chief, Secretary for International Security affairs, and Hoover Institute advisor) co-founded the Thomas Jefferson Center. While Nutter was CIA division chief; the Operations Coordinating Board was established; the NSC and Hoover Institute promoted strongly anti-communist beliefs; and the NSC planed to replace the "the pursuit of happiness" to "ownership of property" in Jefferson’s Trinity of Inalienable Rights. Was the Thomas Jefferson Center established by a anti-Jeffersonian group of CIA agents as part of a psychological operation and exercise in Orwellian doublethink meant to change the beliefs of a nation?

Nutter taught in Appleton Wisconsin, the home of the ultra-conservative, anti-communist John Birch Society. They called for a Congressional investigation of the CFR. In 1983 their leader died aboard Korean Air Lines Flight 007, shot down by a Soviet missile. Press and political accounts of the tragedy all but ignored Dr. Lawrence Patton McDonald, John Birch Society leader, member of Congress, and outspoken critic of the CFR. Did a CFR controlled media cover up the true motivation and cause of the incident; protecting CIA CFR members who instigated the tragedy to avoid a Congressional investigation of the CFR?

CFR member Walter Mondale is the ambassador to Japan and a director of a multi-line insurer CNA; CNA CEO is CFR member Laurence A. Tisch who is also president of CBS; Lowes/SONY of Japan owns CNA. Is Mondale helping facilitate CFR globalization and direct Lowes/SONY to shape the belief’s of the Japanese people ?

Would You Like Spies With That Eagleburger Ma’am?

In 1985 CFR member Lawrence S. Eagleburger delivered the tenth Warren G. Nutter Lecture. Eagleburger lectured on High Technology and American Foreign Policy. CFR member William J. Baroody, President of the American Foreign Policy Enterprise Institute introduced Eagleburger. Warren Nutter had given Eagleburger his first job in International Security Affairs. Eagleburger was Nixon’s Deputy Secretary of Defense for policy plans and National Security Council affairs; Kissinger’s principal aide; and president of Kissinger Associates.

A major CFR/Trilateralist strategy is to entangle a foreign power with the Americans and assure them a stake in the established economic order. CFR/Trilateral member President Carter’s policy of mutual entanglement with the oil regimes is thoroughly documented in Trilateral Commission reports. If you change the term oil products to terms such as high-tech and information systems; then, if you change the crisis faced by the oil producers in the middle east to the crises faced by the Europeans being left behind by the information technology race; then if you change Americans having to add to OPEC’s bargaining power and creating competition for American Industries to Americans allowing Europeans to bid on High-tech US defense contracts - you have the message Eagleburger delivered in High Technology and American Foreign Policy.

If a group is organized on a dictatorial basis; with so close an identity between the group and its policies and the governmental polices of the country in which it exists; that the group and the government constitute an indistinguishable unit; and that group suppresses all opposition to such a group; then a totalitarian dictatorship exists. Is the Council on Foreign Relations such a group?

Secret Illegal U.S. Government Operations - Isn’t that Treason?

In 1986 two secret U.S. Government operations were publicly exposed implicating Reagan Administration officials in illegal activities. These operations became known as the Iran-Contra Affair. A seven year investigation costing millions of dollars ensued. Only one person would spend any time in prison - he was found guilty of not paying his income taxes. The Office of Independent Counsel’s report states

"it is important to emphasize that both the Iran and contra operations, separately, violated the United States policy and law."

Lawrence E. Walsh was Independent Counsel. In 1969 Walsh worked with CFR member Kissinger at the meetings on Vietnam in Paris. In 1981 Walsh worked for Crowe and Dunlevy a law firm representing Oil Companies, Air Lines, and Insurance Companies run by CFR members. Was the investigation designed to give the appearance that justice was served while in effect being a clever way of obstructing justice? Did CFR media members, lawyers, and judges, all profit monetarily from the publicity generated under the pretense of doing something important, while justice went unserved and the guilty went free?

CFR members George Bush, Elliot Abrams, Casper Weinberger, Robert M. Gates, William J. Casey, and Robert C. McFarlane advised Regan to go ahead with Iran-Contra. On December 24, 1992, Bush pardoned fellow CFR members Weinberger, McFarlane, Abrams, and three CIA chiefs named Fiers, George, and Clarridge. Isn’t there a conflict of interest apparent in this pardon? Isn’t advising the President to break the law Treason? Why weren’t the people involved charged with Treason? Have members of the intelligence community that belong to the CFR gained control of the government of the United States of America?
Advising A President to Act Illegally - Isn’t That Treason?

In regard to Weinberger, Mr. Walsh explains:

"...As detailed within this report, ... Weinberger advised ... Reagan in 1985 that the shipments were illegal. [His] opinion was shared by attorneys within the Department of Defense and the White House counsel’s office ... ."

Weinberger was using a tactic which consists of getting it on record that what you doing is illegal. If someone catches on, the record is produced and you claim innocence. Of course, if you really objected to the illegal activity, you would resign and advise the proper authorities.

The OIC’s investigation of Vice President Bush

"did not develop evidence that proved that Vice President Bush violated any criminal statue. Contrary to his public pronouncements, however, he was fully aware of Iran arms sales.... in December 1992 ... Bush failed to produce a diary containing... notes relevant to Iran/contra ... Bush refused to be interviewed ... leaving unresolved a clear picture of his Iran/Contra involvement. Bush’s pardon of Weinberger ... preempted a trial in which defense counsel ... intended to call Bush as a witness."

George Bush co-founded Zapata Petroleum; was a Texas congressman; served as UN ambassador; and replaced fellow CFR member William Colby as CIA director. Wasn’t Walsh and the OIC aware of Bush’s involvement in the intelligence community; the CFR and Trilateral commission; the oil industry through Zapata Petroleum; and that Bush had a vested interest in the Petroleum politics of the middle-east? Wouldn’t a seven year investigation uncover these connections?

Was Iran-Contra Reagan’s idea or his advisors idea? If a president’s advisors advise the President to do something illegal aren’t they betraying the trust of the American people and guilty of Treason?

Like Father Like Son - Another Gray Another Dollar

Gordon Gray’s son is C. Boyden Gray. Upon graduating law school he joined Wilmer, Cutler & Pickering. Many of the firms associates counsel different Government departments including the FBI and CIA. Lloyd N. Cutler counseled President Carter; C. Boyden Gray counseled President Bush. Cutler, Carter, and Bush belong to the CFR. The OIC Iran-Contra report tells us about the character of Presidential Counsel Gray -- Gray and his colleagues advised Bush to lie.

In 1993 Environmental Organizations sued to compel production of an environmental impact statement on NAFTA before it was submitted to Congress. Clinton sided with the Environmental Organizations. A law called The National Environmental Policy Act required an environmental impact study in major Federal Actions. The Environmental Organization won. The judge ordered the study.

The group that lost was the Office of the U.S. Trade Representative (OTR), an executive agency that advises the president. The OTR appealed. The Automobile Manufactures Association, had C. Boyden Gray file a friend of the court brief in behalf of the OTR. Gray used political connections, legal chicanery, weasel words and double talk. The OTR won the appeal. President Clinton and the American Citizen lost. NAFTA was "fast-tracked" through congress, there was no impact study.

If the people can not use the Executive, Judicial or Congressional Branches government to carry out their wishes and enforce their laws then they have lost control of their government. If a group of cheaters and liars can obstruct justice its time to disband the legal profession. Blind juries can hear both sides of the problem without interference from a group of cheaters and liars blatantly employing tactics to obstruct justice.

Feeding on the Fed

In 1907 there was a run on the banks. Between the end of the civil war and the beginning of the 20th century, a small group of men, helped change the United States from a merchantile-agrarian to a unified industrial society. Nearly all of them acted without established moral principles. One, J.P. Morgan, helped create the panic of 1907, then helped to avert the panic by importing $100 million in gold from Europe. The Government decided it couldn’t rely on industry giants to save the economy and created the Federal Reserve.

The Federal Reserve is accountable to the government, but owned by banks. It is run by a seven-member board of Governors. Four Federal Reserve Board Chairmen are CFR members (Greenspan, Volcker, Miller, and Martin). The Federal Reserve is a watchdog that audits every banks records to make sure loan decisions are based on sound judgments and that regulations are being followed.

In 1987 the big American banks were suffering losses from Latin American loans. Unable to jettison this important market, bank leaders met in Japan. Attending the meeting were CFR members,

Between 1955 and 1982, 150 banks failed. Between 1982 and 1992, 1457 banks failed. Among the failed banks were banks run by George Bush’s son Neil, and Lloyd Bentson’s son Lance. The cost to the American taxpayer was $240 billion. The Federal Reserve Directors were responsible to make sure loan decisions were based on sound judgments and that regulations were being followed. Have a group of unscrupulous CFR members who control the banks and Federal reserve, acted without established moral principles, and gotten away with the biggest bank robbery of all time?

Another key agency, created by Truman along with the NSC and CIA, is The Council of Economic Advisors. Laura D’Andrea Tyson chairs the Council. It advises the president on economic developments, trends, and policies. Tyson belongs to the Economic Policy Council; so does the Secretary of State. Since 1919 there have been twenty-one Secretaries of State. Sixteen were CFR members, including Warren Christopher.

Tyson and Lynn Etheridge Davis have a lot in common. Both are: CFR members; authors who write about Eastern Europe; worked as RAND analysts; have top-secret security clearances; are connected with banking (Davis is a Chase senior VP); and advise President Clinton.

In 1984 RAND published Tyson’s report on "Economic Adjustment in Eastern Europe". In 1992 The Institute for International Economics published Tyson’s book on High Tech Industries. The Institute is funded by private foundations, industry, and endowment income. The groups that fund the Institute also give money to the CFR.

Are CFR members, who control key executive agencies, manipulating the President?

use this information to prep highly cleared CFR members with outstanding academic credentials
*

make these CFR members visible to the President, so that they are likely to be chosen for powerful key advisory positions

have several scenarios worked out, in advance, such that, with the proper manipulation, the result will always turn out to profit members of the CFR and advance their plan

Is the same type of manipulation of highly placed public officials, taking place in Western Europe and Japan - who have citizens and US ambassadors who are CFR members.
USA Discovers a New State - The State of Perpetual National Security

The Secretary of the Treasury is responsible for domestic and international monetary policy. Eight Secretaries have been CFR members. The NSC provides the Treasury with intelligence support the exact nature of which is classified. Even the most knowledgeable Treasury officials don’t understand the NSC role.

In 1964 the Subcommittee on Domestic Finance issued a report that stated

"Congress has never given authority for determining money policy to the Federal Reserve System - and certainly not to a committee within the system containing members who owe their selection to private bank interest."

The laws of the United States are contained in the United States Code. Title 12 is called Banks and Banking. Title 12 does not give authority for determining money policy to the Federal Reserve System.

However, Title 50 War and National Defense clearly spells out such a role "the Secretary of the Treasury shall:

(1) Develop plans to maintain stable economic conditions and a market economy during national security emergencies; emphasize measures to minimize inflation and disruptions; and minimize reliance on direct controls of the monetary, credit, and financial systems. These plans will include,

(a) capabilities to minimize economic dislocations by carrying out appropriate fiscal, monetary, and regulatory polices

(b) Providing the Federal Government with efficient and equitable financing sources and payment mechanisms."

Has the Federal Reserve been acting as if we have been in a perpetual National Security Emergency; fine tuning the economy of the United States; and advertising that it had the legal powers to do so when it really did not. Has this been done in accord with a CFR plan whose members are driven by personal profit and greed.

CFR - Code of Federal Regulations or Council on Foreign Relations?

In 1991 Russia, gave-up; today, 38,000 U.S. troops are stationed abroad and we spend $300 billion a year on defense. Jefferson’s draft of the Declaration of Independence contained a scathing denunciation of slavery rejected by Congress. Jefferson wrote of violating the

"the rights of life and liberty in the persons of a distant people ... captivating and carrying them into slavery in another hemisphere...".

The perfidious tactic was effective, resulting in a civil war and negatively affecting our nation more than 200 years latter.
John Dewey tells us,

"there are certain "practical" men who combine thought and habit and who are effectual. Their thought is about their own advantage; and their habits correspond..."

Thinking consists of determining what to do (analysis), how to do it (design), and choosing the best solution (evaluation). Evaluation requires ethics. To chose the best solution one must put aside selfishness and determine what is best for all. Have unethical inhuman beings who choose solutions that satisfy their lust for power and greed for profit, taken control of the government?

The Declaration of Independence suggests a solution when the power of the vote and legitimate protest fail:

"We hold these truths to be self evident:

that all men are created equal

that they are endowed by their Creator with certain inalienable rights
*

that among these rights are life, liberty, and the pursuit of happiness
*

that to secure these rights, governments are instituted among men, deriving their just powers from the consent of the governed
*

that whenever any form of government becomes destructive of these ends, it is the right of the people to alter or to abolish it, and to institute new government..."

The other evening a young woman explained a way to shift control back to the people. She called it "trickle up taxes". If the People didn’t like how their tax money was being spent they would withhold their tax dollars. Americans would trickle up a plan and budget for their public servants to follow. If one person had a unique idea that appealed to a majority of American citizens the majority of Americans could be swayed to adopt the idea of this minority of one, and trickle it up.

Human beings are here to grow intellectually and morally, to take advantage of the possibilities in the present, and to plan for future needs. This is not possible as long as those in control believe that personal gain rather than civic virtue should be the basis of American belief.

Why isn't the CFR in the History Books?

Hardly one person in 1000 ever heard of the Council on Foreign Relations (CFR).

The Council on Foreign Relations was formally established in Paris in 1919 along with its British Counterpart the Royal Institute of International Affairs. The Council on Foreign Relations and Royal Institute of International Affairs can trace their roots back to a secret organization founded and funded by Cecil Rhodes, who became fabulously wealthy by exploiting the people of South Africa. Rhodes is the father of Apartheid.

The Council on Foreign Relations was founded by a group of American and British imperialists and racists intent on ruling the world. Many of the American members were American intelligence officers that belonged to the first American Intelligence Agency -- THE INQUIRY. Many of the British members were British Intelligence Agents. THE INQUIRY and its members, who included such notable Americans as Col. Edward Mandel House, Walter Lippmann, Isaiah Bowman, and James Shotwell, wrote most of Woodrow Wilson's 14 points.

The CFR/RIIA method of operation is simple -- they control public opinion. They keep the identity of their group secret. They learn the likes and dislikes of influential people. They surround and manipulate them into acting in the best interest of the CFR/RIIA.

The Council on Foreign Relations, and the Royal Institute of International Affairs are adept at using the media to create massive psycho-political operations used to manipulate public opinion. The psycho-political operations are often designed to create tensions between different groups of people. The object is to keep the world in a state of perpetual tension and warfare to maximize profits from CFR/RIIA munition, medicine, media, energy, and food businesses.


The CFR has only 3000 members yet they control over three-quarters of the nations wealth. The CFR runs the State Department and the CIA. The CFR has placed 100 CFR members in every Presidential Administration since Woodrow Wilson. They work together to misinform and disinform the President to act in the best interest of the CFR not the best interest of the American People. At least five Presidents (Eisenhower, Ford, Carter, Bush, and Clinton) have been members of the CFR. The CFR has packed every Supreme court with CFR insiders. Three CFR members (Stephen Breyer, Ruth Bader Ginsberg, and Sandra Day O'Connor) sit on the supreme court. The CFR's British Counterpart is the Royal Institute of International Affairs. The members of these groups profit by creating tension and hate. Their targets include British and American citizens.

The 100 CFR members that surround the president are the "Secret Team." The "Secret Team" help carry out psycho-political operations scripted by CFR members in the state department and the Intelligence Organizations. The psycho-political operations are coordinated by a group of Council on Foreign Relations members called the Special Group.



The Special Group evolved from the Psychological Strategy Board.

President Truman issued an executive order establishing the Psychological Strategy Board (PSB). The Board was run by CFR members Gordon Gray and Henry Kissinger. The PSB has close ties to the State Department and Intelligence Organizations. The purpose of the PSB was to co-ordinate psycho-political operations. Many of those operations were focused at Americans. The people became wary of the Psychological Strategy Board. Eisenhower issued an executive order changing its name to the Operations Coordination Board (OCB). The OCB was a bigger more powerful PSB. Gray and Kissinger ran the OCB too. President Kennedy abolished the OCB. It became an ad hoc committee called the "Special Group," which exists today. The PSB/OCB/Special Group always has CFR members running and sitting on it. Since the Special Group was not formed by Executive Order it cannot be abolished.

On September 12, 1939, the Council on Foreign Relations began to take control of the Department of State. On that day Hamilton Fish Armstrong, Editor of Foreign Affairs, and Walter H. Mallory, Executive Director of the Council on Foreign Relations, paid a visit to the State Department. The Council proposed forming groups of experts to proceed with research in the general areas of Security, Armament, Economic, Political, and Territorial problems. The State Department accepted the proposal. The project (1939-1945) was called Council on Foreign Relations War and Peace Studies. Hamilton Fish Armstrong was Executive director.

In February 1941 the CFR officially became part of the State Department. The Department of State established the Division of Special Research. It was organized just like the Council on Foreign Relations War and Peace Studies project. It was divided into Economic, Political, Territorial, and Security Sections. The Research Secretaries serving with the Council groups were hired by the State Department to work in the new division. These men also were permitted to continue serving as Research Secretaries to their respective Council groups. Leo Pasvolsky was appointed Director of Research.

In 1942 the relationship between the Department of State and the Council on Foreign Relations strengthened again. The Department organized an Advisory Committee on Postwar Foreign Policies. The Chairman was Secretary Cordell Hull, the vice chairman, Under Secretary Sumner Wells, Dr. Leo Pasvolsky ( director of the Division of Special Research) was appointed Executive Officer. Several experts were brought in from outside the Department. The outside experts were Council on Foreign Relations War and Peace Studies members:

In total there were 362 meetings of the War and Peace Studies groups. The meetings were held at Council on Foreign Relations headquarters -- the Harold Pratt house, Fifty-Eight East Sixty-Eighth Street, New York City. The Council's wartime work was confidential.17

In 1944 members of the Council on Foreign Relations The War and Peace Studies Political Group were invited to be active members at the Dumbarton Oaks conference on world economic arrangements. In 1945 these men and members of Britain's Royal Institute of International Affairs were active at the San Francisco conference which ensured the establishment of the United Nations.

In 1947 Council on Foreign Relations members George Kennan, Walter Lippmann, Paul Nitze, Dean Achenson, and Walter Krock took part in a psycho-political operation forcing the Marshall Plan on the American public. The PSYOP included a "anonymous" letter credited to a Mr. X, which appeared in the Council on Foreign Relations magazine FOREIGN AFFAIRS. The letter opened the door for the CFR controlled Truman administration to take a hard line against the threat of Soviet expansion. George Kennan was the author of the letter. The Marshall Plan should have been called the Council on Foreign Relations Plan. The so-called Marshall Plan and the ensuing North Atlantic Treaty Organization (NATO) defined the role of the United States in world politics for the rest of the century.

In 1950 another PSYOP resulted in NSC-68, a key cold war document. The NSC (National Security Council) didn't write it -- the Department of State Policy Planning Staff did. The cast of characters included CFR members George Kennan, Paul Nitze, and Dean Achenson. NSC-68 was given to Truman on April 7, 1950. NSC-68 was a practical extension of the Truman doctrine. It had the US assume the role of world policeman and use 20 per cent of its gross national product ($50 billion in 1953) for arms. NSC-68 provided the justification -- the WORLD WIDE COMMUNIST THREAT!

NSC-68 realized a major Council on Foreign Relations aim -- building the largest military establishment in Peace Time History.

Within a year of drafting NSC-68, the security-related budget leaped to $22 billion, armed forces manpower was up to a million -- CFR medicine, munition, food, and media businesses were humming again.

The following year the NSC-68 budget rose to $44 billion.

In fiscal 1953 it jumped to $50 billion.

Today (1997) we are still running $300 billion dollar defense budgets despite Russia giving up because it went bankrupt.

America would never turn back from the road of huge military spending. Spending that included the purchase of radioactive fallout on American citizens in the 50's, and buying thermonuclear waste from the Russians as we approach the year 2000. Spending resulting in a national debt of $5.5 Trillion Dollars that continues to grow, and interest payments of over $270 billion a year. Is the Council on Foreign Relations trying to make the United States economically vulnerable to influence from outside sources? Isn't that treason?

THE INQUIRY, the PSB/OCB/Special group, the War and Peace Studies, the "X" Affair, and NSC-68 have had tremendous historical impact. Yet these events and the role played by the Council on Foreign Relations in sponsoring and carrying out the events are missing from our History books. You represent the people. Can you explain to me why the Council on Foreign Relations role in History has been left out of the History books? Why don't we learn about them in High School History courses? Why don't History majors in college learn about the Council on Foreign Relations?
